Dusty Crophopper is a crop duster plane who works at a cornfield and practices aerobatic maneuvers in his spare time, dreaming of becoming a racer. His dreams are scorned by his boss, Leadbottom, and his forklift/mechanic friend, Dottie. However, he is supported by his fuel truck friend, Chug. Dusty and Chug train for qualifiers for the upcoming Wings Across the Globe race. On the night before the qualifiers, Dusty asks an elderly and reclusive navy war plane named Skipper Riley to teach him how to fly well, but Skipper refuses. Bruce Wayne and Lex Luthor are both nominated for the Man of the Year award, and Wayne wins. As he is making his speech, the Joker breaks in with the Riddler, Harley Quinn, the Penguin, Two-Face, Poison Ivy, Bane, Catwoman, and steals the award, as well as money and gems. Batman arrives and stops everyone except the Joker, who escapes on his boat, but Robin's helicopter picks up Batman. When the rope holding Batman is broken, he calls in the Batwing and defeats the Joker. Meanwhile, Luthor is running for president, but his poll figures are terrible. He learns that the Joker knows how to produce more Kryptonite, and can make a gas that makes people love him, which will help Luthor win the election and defeat Superman. He breaks the Joker out of Arkham Asylum and promises him the use of Luthor's De-Constructor weapon to defeat Batman by dismantling all his gadgets and vehicles.

After the death of his protégé Jason Todd, billionaire industrialist Bruce Wayne was forced to retire from his Batman persona. Ten years later, Gotham City is overrun with crime and terrorized by a gang known as the Mutants. At the beginning of winter, everyone prepares for the final season of the year. Out of curiosity, Tinker Bell wants to go to the Winter Woods. The tinker fairies make snowflake baskets which are delivered by snowy owls. Later that day, she helps Fawn take the animals to the Woods to hibernate. While Fawn is busy, Tink crosses the border, and her wings start to glow. Seeing this, Tink is convinced that she is meant to explore the Woods. But Fawn warns her that her wings are freezing and rushes her to the fairy hospital. After being examined, she remains curious about her wings. Tink then flies off to the Book Nook, where she finds a book on Wingology, but finds the page on "Sparkling Wings" chewed up. A reading fairy tells her that the Keeper, the author who lives in the Winter Woods, might be able to help her.

The film begins with an introductory song by Tulie, a bayou dweller, who tells the story of Valdronya and the Mystery Inc. Gang. After solving the mystery of a Cockroach Monster that terrorized a factory, Fred, Daphne, Velma, Shaggy, and Scooby decide to take a much needed vacation. Velma drives everyone to Chauve Sourie Ville, a small town in Louisiana which is hosting a vampire festival called "Vampire Palooza." They meet Lita Rutland, the festival organizer, who explains that tourism is down and the festival is losing money. They also meet their host, Vincent Van Helsing, who runs a vampire museum and is an aspiring author, although his books are not selling. Jesper Poubelle, an anti-vampire agitator, is also stirring up trouble by protesting the festival. Van Helsing takes the Gang back to his museum and shows them various jewelry and a glass-faced casket containing the inert body of Valdronya, a centuries-old vampire.
