As nuclear explosions ravage New York City, residents of an apartment block rush downstairs to escape from the building, only to be forced into the basement by further explosions. Only eight of the residents – Eva (Lauren German) and her boyfriend Sam (Iván González), Josh (Milo Ventimiglia) and his brother Adrien (Ashton Holmes), Josh's friend Bobby (Michael Eklund), Marilyn (Rosanna Arquette) and her daughter Wendi (Abbey Thickson), and Devlin (Courtney B. Vance) – manage to force their way into the building's bomb shelter before the superintendent, Mickey (Michael Biehn), seals the door. The group acclimatises to the cramped surroundings while Mickey asserts his dominance over the shelter and its denizens, much to the chagrin of Josh, Bobby, and Devlin. After some time, the shelter's door is broken open and the shelter is invaded by armed soldiers in biohazard suits; the men's speech is unintelligible and their allegiance remains ambiguous. The men attack the group and seize Wendi, leaving the shelter with her. Devlin and Mickey manage to kill three of the men and Mickey takes a rifle. Josh volunteers to use one of the dead soldier's suits to leave the shelter and search for Wendi.

The Day follows a group of five survivors in a post-apocalyptic world as they travel through a bleak environment in an attempt to find food, shelter, and a safe place to stop running from tribes of savage cannibals that roam the country-side. Julia lives in a small town in Washington called Cold Rock. She is the town's local nurse, widowed by her husband, who was the town's doctor. Cold Rock was formerly a prosperous mining town, but has become poverty-stricken. There is little work, the school has been closed and the town is virtually vanished from the map. During her day, Julia visits several families. Jenny and Carol live with their mother and her violent, alcoholic boyfriend, who has impregnated Carol. Despite this, their mother did not kick him out, drawing Julia's ire. Instead, she sends away Carol and her baby, whom Julia helped to deliver. Because of her rough life, Jenny is selectively mute, communicating through a journal she carries. She also sketches things she's seen, including "the tall man". This is a local legend or urban myth surrounding a being who abducts local children who are never seen again.

In rural Texas, go-go dancer Cherry Darling (Rose McGowan) decides to quit her low-paying job and find another occupation. She runs into her mysterious ex-boyfriend El Wray (Freddy Rodriguez) at the Bone Shack, a BBQ restaurant owned by J.T. Hague (Jeff Fahey) and his sheriff brother (Michael Biehn). Meanwhile, a group of officials at a nearby US military base, led by the demented Lt. Muldoon (Bruce Willis), are making a business transaction with a chemical engineer named Abby (Naveen Andrews) for mass quantities of a deadly biochemical agent known as DC2 (codename "Project Terror"). When Muldoon learns that Abby has an extra supply on hand, he attempts to take Abby hostage, and Abby intentionally releases the gas into the air. The gas reaches the town and turns most of its residents into deformed bloodthirsty psychopaths, referred to as "sickos" by the surviving humans. The infected townspeople are treated by the sinister Dr. William Block (Josh Brolin) and his unhappy, unfaithful bisexual anesthesiologist wife Dakota (Marley Shelton) at a local hospital.

The film follows a beautiful but troubled young girl, Debbie Strand (Rose McGowan), placed in foster care with her estranged grandmother in Los Angeles after her mother and father die in a suspicious house fire. Her grandmother is an ultra-conservative fundamentalist Christian, who is convinced that she can undo years of Debbie's presumed hedonism with some "correctional therapy." Shortly thereafter she begins to abuse Debbie and forces her to wear demeaning and outdated clothes. Debbie soon becomes enthralled with Peter Rinaldi (Alex McArthur), an English teacher at her new high school. However, Peter has a fiancée named Marilyn and strong scruples, so he repeatedly rejects Debbie's advances. Before long, Peter finds that his life is ruined and the bodies are piling up. During the hectic climax, Debbie breaks into Marilyn's home with the intention of wiping her out. Peter soon realizes Debbie is there and is quickly on his way. Meanwhile, Debbie confronts Marilyn. Marilyn runs through the kitchen, but Debbie tackles her to the ground. After a brief scuffle, Debbie is too strong as she knocks the helpless Marilyn unconscious. As she attempts to murder her, Peter rushes in and saves the day.
