This time around, Abner Peabody, proud owner of the Jot 'Em Down general store in Pine Ridge, Arkansas, inherits railroad stock from his Uncle Ernest. Because of this, he becomes the sole owner of the C&O Railroad. He assumes that it is the Chicago and Ohio Railroad. His general store partner, Lum Edwards, quickly involves himself in the business by appointing himself president. Lum comes up with the idea of selling some of the stock to the town's inhabitants, thus getting money to buy the land on which the railway is built and its surroundings.

Small town store owner Lum Edwards (Chester Lauck) in Pine Ridge has a thorn in his side because his partner in the Jot-em-Down general store, Abner Peabody (Norris Goff), has exchanged the store delivery car for a race track horse. And because Lum doesn't have the guts to grab the woman he is in love with, Geraldine (ZaSu Pitts), and propose to once and for all, he lays a complex scheme to impress her in a fake "rescue" mission. He fails tremendously in this mission, and nearly gets everyone killed in doing so. However, he doesn't give up, but tries again, and finally succeeds in impressing her. His problems aren't over though, since his proposal, who was to be delivered to Geraldine by his partner Abner, ends up in the wrong hands when it is delivered to a very prone bachelorette, Widder Abernathy (Constance Purdy) instead. She jumps at the possibility of marrying Lum, and the game is afoot. Lum doesn't get out of trouble until the town sheriff (Irving Bacon) finds widow Widder's disappeared husband.

At the christening of the "Wild Goose," an experimental aircraft designed for transatlantic flights, a number of significant industry figures from the Fleming-Grant Airways Corporation are present. President John R. Fleming (Ralph Morgan) introduces the test pilots, Ace Martin (Brian Donlevy) and Joe Randall (Thomas Beck), along with Joe's fiancée, Ruth Franklin (Helen Wood). The eccentric Colonel Gimpy (Peter Lorre) convinces company people that he loves aviation and joins the group. He is really Baron Rudolph Maximilian Tagger, the head of a foreign spy ring, who plans to steal plans for the company's new secret "D.O.X." bomber design.
