Set during World War II, just after Pearl Harbor, Stan (Stan Laurel) and Ollie (Oliver Hardy) try their hand at various business ventures. Their store opens and closes in various guises but without success. They finally open it as a bicycle store, but it goes bankrupt and they close it down to enlist in the army. They fail in every attempt to succeed in the military and return to their home town Huxton only to find out that their store now is open, with a man named Eustace Middling (Donald Meek) in charge, selling radios instead of bicycles. But Middling offers the unfortunate brothers to share the space in a joint venture. Stan and oliie don't realize that Middling in fact is a German spy, using the shop as a front to cover a base for espionage on the US Military. The brothers also join the civil defense by becoming air raid wardens in Huxton. To complete their training, they have to take part in an advanced military drill, and Stan of course manages to get the wrong assignment—one that is far more complicated than they can handle. They set out on their mission, to rescue a very prominent banker, J.P. Norton (Howard Freeman), from a fire. They fail hugely with their mission, ending up burying the banker alive in a huge load of sand. Still, they are given one more chance to prove their aptitude as air raid wardens, involving the task of ensuring that all the town citizens turn off their lights at night. They get into a quarrel with one of the more troublesome inhabitants, Joe Bledsoe (Edgar Kennedy), resulting in a commotion and a rumor that spy activity is taking place in Joe's home. The brothers are knocked out, and in the end they are finally dismissed from the corps altogether. When they return to their shop, they happen to overhear the psies speaking German, and follow them to a hide-out outside of town. They find out that Middling's real name is Mittelhause, and overhear him talking about blowing the town's magnesium plant to pieces with another spy, Rittenhause (Henry O'Neill). The brothers try to send a message to the civil defense, but instead they are captured by the German spies. Stan accidentally knocks out one of the spies and the boys manage to flee and alert the civil defense, who arrive at the plant just in time to stop the sabotage. Stan and Ollie also expose Middling as a German spy., 57minutes

The film opens in the trenches of World War I where Ollie, Stan and the rest of their army company are ready to go 'over the top', but Stan is ordered to stay behind to guard the trench. Stock scenes of fighting are then seen followed by the caption 'Armistice'. Twenty years pass, and Stan is still guarding the post, as shown by the huge pile of bean cans he has accumulated, and the path he has worn pacing back and forth on guard. He is found by accident (after firing on a plane he sees approaching) and is brought home, feted as a hero. Ollie, who has been married for a year to the formidable Mrs. Hardy (Minna Gombell), sees him in a newspaper and visits him in the veterans' home. He finds Stan in a wheelchair, having apparently lost a leg, and invites him home. However, Stan is in fact just resting in another veteran's wheelchair and Ollie only finds out he still has both legs after pushing him around in the chair and then carrying him. Ollie, angrily: "Why didn't you tell me you had two legs?" Stan: "Well, you didn't ask me." They reach Ollie's automobile, which he says belongs to his wife and is 'practically new', but it is boxed in by a dump truck. Stan climbs into the cab to move it and inadvertently operates the dump mechanism, burying the car in sand and leaving only Ollie's head exposed. It is then completely wrecked when Ollie demonstrates the automatic garage door at his home and allows Stan to drive the car in to test it., 1h8

The film begins in 1917 with Stan (Stan Laurel) and Ollie (Oliver Hardy) being drafted into the American Expeditionary Force to fight in World War I. The two mess up badly during drilling, antagonizing the drill sergeant and wind up in kitchen duties. Misunderstanding the cook's instructions on disposing of the garbage cans results in dumping the garbage in the general's private dining room. While in prison, they are threatened by the cook (George Marshal), also jailed due to their "snitching", with violence, once he is out and has his knife again. Stannie Dum (Stan Laurel) and Ollie Dee (Oliver Hardy), live in a shoe (as in the nursery rhyme There Was An Old Woman Who Lived In A Shoe), along with Mother Peep (the Old Woman), Bo Peep (Charlotte Henry), a mouse resembling Mickey Mouse (and actually played by a live monkey in a costume), and many other children. The mortgage on the shoe is owned by the villainous Silas Barnaby (Henry Brandon), who is looking to marry Bo Peep. Knowing the Widow Peep is having a difficult time paying the mortgage, Barnaby offers the old woman an ultimatum – unless Bo Peep agrees to marry him he will foreclose on the shoe. Widow Peep refuses, but is worried about where she'll get the money to pay the mortgage. Ollie offers her all the money he has stored away in his savings can, only to learn that Stannie has taken it to buy peewees (a favored toy consisting of a wooden peg with tapered ends that rises in the air when struck with a stick near one end and is then caused to fly through the air by being struck again with the stick). He and Stannie set out to get the money for the mortgage from their boss, the Toymaker (William Burress). Laurel and Hardy are partners in a barber shop. Stan reads a classified ad in the newspaper from a wealthy widow (Mae Busch) looking for a new husband.
