The Progressive Party convention is deadlocked for governor, and so both sides nominate the dark horse Zachary Hicks (Guy Kibbee). Kay Russell (Bette Davis) suggests they hire Hal Blake as campaign manager; but first they have to get him out of jail for not paying alimony. Blake (Warren William) organizes the office and coaches Hicks to answer every question by pausing and then saying, "Well yes, but then again no." Blake will sell Hicks as dumb but honest. Russell refuses to marry Blake, while Joe (Frank McHugh) keeps people away from Blake's office. Blake teaches Hicks a speech by Lincoln. At the debate when the conservative candidate Underwood recites the same speech, Blake exposes him as a plagiarist. The film begins in a New York City bar, where the brooding, mysterious forecaster Mr. Ohman (Dan O'Herlihy) is sitting and drinking from a very large brandy glass. He gets into discussions with a cross-section of affluent Americans at the bar, including local television newscaster Vince Potter (Gerald Mohr), beautiful young New York society woman Carla Sanford (Peggie Castle), a Californian industrialist, a rancher from Arizona, and a Congressman. International news is bad, but these Americans do not want to hear it. While they all dislike Communism and appreciate the material wealth they enjoy, they also want lower taxes and don't see the need for industrial support of government. As he swishes the brandy around his snifter, Ohman tells the others that many Americans want safety and security, but do not want to make any sacrifices for it.

Later, Disraeli receives the welcome news that the spendthrift Khedive of Egypt is in dire need of money and is willing to sell the controlling shares in the Suez Canal. Madariaga "The Centaur" (Pomeroy Cannon), a harsh but popular Argentine landowner, has a German son-in-law whom he dislikes and a French one whose family he openly favors. He is particularly fond of his grandson Julio (Rudolph Valentino), with whom he often carouses at seedy dives in the Boca district of Buenos Aires. In one of these bars, the movie's famous tango sequence occurs. A man and a woman (Beatrice Dominguez) are dancing the tango. Julio strides up and asks to cut in. The woman stares at Julio alluringly. The man brushes him off, and they resume dancing. Julio then challenges the man and strikes him, knocking him into some tables and out of the scene. Julio and the woman then dance a dramatic version of the tango that brings cheers from the people in the establishment. Following the dance, the woman sits on Julio's lap. Madariaga then slides to the floor, drunk. The woman laughs at Madariaga. Julio casts her aside in scorn and helps his grandfather home.
