During World War II, the sailor Anatoly and his captain, Tikhon, are captured by the Nazis when they board their barge and tugboat which is carrying a shipment of coal. The Nazi officer leading the raid offers Anatoly the choice to shoot Tikhon and stay alive which Anatoly reluctantly takes, and Tikhon falls overboard. The Nazis blow up the ship but Anatoly is found by Russian Orthodox monks on the shore the next morning. He survives and becomes a stoker at the monastery but is perpetually overcome with guilt.

Young con artist with a rather nice personality, Edik (Konstantin Khabensky) gets in trouble gathering long lost foreign relatives together. Wealthy and middle-class émigrés who have made it in the new lands (the Americas, Israel) return to the homeland, to the roots from which they were severed. The implicit motivation for their return is the search for spiritual nourishment, and so the émigrés sacrifice the material comforts of their villas and Western civilization to journey to their ancestral past, the timeless village of Golotvin. They believe that here they will be able to complete themselves by reconnecting with their heritage. All for the nominal fee of Edik, a free agent and a small time crook who orchestrates an elaborate crime with the intention of earning a pile of money by tricking a group of pilgrims into thinking that a small village is their homeland and its inhabitants are their long lost relatives. The levels of deception multiply quickly.

Set in a post-perestroika, post-Soviet Moscow, "Luna Park" follows the main character Andrei Leonov (Andrei Guntin) in his struggles to figure out who he is. At the beginning of the film, we see him as a young antisemitic skinhead bodybuilding leader of a group called "The Cleaners" who are set on purging Russia of anyone they deem unsuitable to the Russian bloodline, including, Jews, homosexuals, foreigners and mentally challenged individuals. The opening scene depicts a crowd of skinheads waving Russian flags and fighting a gang of bikers who they believed have succumbed to western influence and ideology. "The Cleaners" live in Luna Park, an amusement park, with wild roller coasters, and distorting mirrors and regularly head out into Moscow to cause chaos and destruction.
