Malgré son titre, ce n'est pas la suite de Thunder Cops. En effet, Jeffrey Lau réalise le film Operation Pink Squad en 1988, qui est un succès. Sa suite, Operation Pink Squad 2 (1989), est renommée Thunder Cops pour de raisons inconnues. La même année, il réalise également Thunder Cops 2 mais qui n'a rien à voir avec le premier film.

Sing (Stephen Chow) is a mainland China country boy who arrives in Hong Kong to visit his Uncle "Blackie Tat" (Ng Man-tat). When Sing stays with his uncle and his friends in their apartment, Blackie soon learns of Sing's supernatural ability to see through objects and, later on, his ability to change playing cards by rubbing them. He takes advantage of this and turns Sing into the Dou Seng or the "Saint of Gamblers". After getting into a fight with several alleyway gamblers he meets the lovely Yee-mung (lit. trans: Beautiful Dream, but euphemistically as wet dream), a henchman for the "King of Gamblers", and becomes infatuated with her. Sing quickly becomes a rival to the King and must win his way through a world competition to prove his skill.

Restaurant waiter Sing (Stephen Chow) has always been obsessed with manhuas featuring triads and hoping to be part of them. One time, Sing rescues triad leader Wai Kit (Peter Yang), whom takes Sing under his wing. Sing also becomes good friends with Wai's underlings Chun (Wilson Lam) and Bill (Shing Fui-On). Later, Wai intends to retire and chooses his successor from the aforementioned trio. Then, the trio were sent to the Golden Triangle for trading activities, although faced obstacles, but successfully completed the mission. However, after returning to Hong Kong, due to conflicts in the gang, Bill is killed, Sing becomes an outcast and Chun also dies while rescuing Sing. The melancholic Sing then leave the underworld.

Ching, May-kwan and Siu-chuen are famous mercenaries who capture wanted criminals for a living. Chinese American CIA operative Jeffrey Cheung Ching (Chow Yun-fat) was ordered to escort a Chinese national treasure to the United States.
