Ching, May-kwan and Siu-chuen are famous mercenaries who capture wanted criminals for a living. However, they are involved in a love triangle, as Siu-chuen is in love with May-kwan, but May-kwan is in love with Ching and has been expressing her feelings for him all the time. May-kwan killed the Silver Fox's friend earlier and the Fox seeks vengeance on her. When Ching finally decides to propose marriage to May-kwan, Siu-chuen is killed by the Fox while trying to save May-kwan. May-kwan leaves Ching secretly to keep him out of trouble, but Ching constantly seeks her. One year later, Ching finally finds May-kwan, but learns that she has been poisoned by a spell. In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

The film follows two con artist brothers, Yipao (Yuen Biao) and Taipao (Bryan Leung). One day they are cheated out of their ill-gotten gains in an encounter with Jia Wu Dao (Lau Kar Wing). They try to fight him, to retrieve their money, but are defeated, so they ask him to train them, hoping to become the best fighters in the city. Police inspector Pierre Lau (Sammo Hung) and his young superior Tang Chuen Shek (Takeshi Kaneshiro) are ordered to cooperate with customs officer Rambo Wong (Yuen Biao) to foil a drug trade. Five prisoners - Teapot (Sammo Hung), Curly (John Sham), Exhaust Pipe (Richard Ng), Vaseline (Charlie Chan), and Rookie (Stanley Fung) meet in their cell to form a friendship. Rookie assumes the leadership of the group, whilst Teapot is bullied by the others (in the later films, Roundhead, played by Eric Tsang, is the group's victim and Hung's character is the leader). Following their release, they team up with Curly's beautiful sister, Shirley (Cherie Chung), and form a company called the Five Stars Cleaning Co. Husker, is sent to the Shaolin Temple by the Iron Fisted Monk (Chen Sing), after he saves Sammo from a beating by the Manchu's. After being trained by his master (James Tien) he runs away from the temple, only to be confronted by his master and forced to take the four tests. Whilst this is happening, Fung Hark-On is indulging in his passion for raping women, and is virtually above the law as he is a powerful Manchu officer. He begins by raping Liang's (Chu Ching) sister, who then commits suicide and makes Liang a very angry man. Liang takes his revenge by killing one of those pesky Manchus but everyone thinks Sammo is responsible.
