While on his morning jog, Gai Ikari finds the sky suddenly turning dark as a massive ship emerges from the clouds. Becoming Gokai Silver to investigate in Gojyu Rex, Gai is shocked to find what seemed to be Gokaioh appearing from the ship and attacking him. Defeating Gojyujin, Fake Gokaioh jumps back to the ship as it immediately disappears. Later, aboard the Gokai Galleon, the crew identify the mysterious vessel as the space-wandering ghost ship said to carry a fabled treasure known as the God Eye—which can grant any wish to its holder. Seeing this as a better opportunity to obtain the Greatest Treasure in the Universe regardless of the risks, the Gokai Galleon crew embark on a voyage to find the ghost ship and acquire the God Eye. The Gokai Galleon locates the ghost ship and makes port in its skull figurehead's mouth. After encountering a trio of annoying ghosts who unknowingly pointed them in the right direction, the Gokai Galleon crew reach the ship's main bridge and see the God Eye resting on the left eye of a giant skull. However, they are stopped by the ship's captain Los Dark, who reveals that he was luring would-be thieves to his lair as he sends the crew into a dimensional underworld so his minions can kill them and allow him to live again., 1h21

The film begins with the Gokai Galleon being chased by the Super Dimensional Highspeed Ship Dolgiran before crashing into the bay. The Gokaigers (sans Gai, who was sent off to buy dinner for them before this incident) confront the legendary Space Sheriff Gavan, who quickly defeats and apprehends them - despite their protests that the Special Police Dekaranger cleared them of all charges claimed by the Space Empire Zangyack. Retsu Ichijouji delivers his prisoners to Space Police Chief Weeval, who reveals himself as Ashurada, a member of the Zangyack Empire and descendant of Don Horror. After revealing his capture of the Gokaigers as a ploy to expose Chief Weeval's true motives, Retsu frees the crew by remotely unlocking their handcuffs, saving them from the firing squad before telling them to leave the premises. In the midst of the battle, the salute given by Retsu triggers a flashback in Captain Marvelous' mind. The Goujyu Drill arrives at the scene to pick up the Gokaigers while Gavan is captured by Ashurada and his creation Gavan Bootleg before they disappear into Makuu Space., 27minutes

In alternate moment of the series timeline, set in the near future, Smart Brain has accomplished its goal of world domination — with 90% of Earth's population being Orphnochs while the human race had diminished to near-extinction. Takumi Inui, the user of the Faiz Gear, was regarded as mankind's savior until he was presumed killed during an attack by Smart Brain's Riotroopers. Since then, his friend Mari Sonoda has formed a human resistance group that have staged attacks on Smart Brain's headquarters in an attempt to steal the top-secret "Emperor Belts," but to no avail. The Orphnochs Yuji Kiba, Naoya Kaido and Yuka Osada wish to see both Orphnochs and humans co-exist in peace, but they are not taken kindly by the humans while Smart Brain chief Kyoji Murakami (who is now reduced to a head in a water tank) reminds them that humans no longer have a place on Earth. Murakami then discloses the existence of the Emperor Belts by introducing the Orphnoch Leo, who changes into the powerful Kamen Rider Psyga.
