The film is based on a dance group in Torrance, California, and traces their journey to the MTV Video Music Awards presentation. The music video for Fatboy Slim's 1999 song "Praise You", also directed by Jonze, features a street performance by this group.

Torrance Rises also appears in the compilation The Work Of Director Spike Jonze (Palm Pictures).

Craig Schwartz (Cusack) is an unemployed puppeteer in a forlorn marriage with his pet-obsessed wife Lotte (Diaz). Gaining a file clerk job through Dr. Lester (Bean) at LesterCorp, in the strange Floor 7½ low-ceiling offices of the Mertin-Flemmer Building in New York City, he develops an attraction to his coworker Maxine (Keener), who does not return his affections. Craig enters a small door hidden behind a filing cabinet and finds himself in the mind of actor John Malkovich. Craig is able to observe and sense whatever Malkovich does for fifteen minutes before he is ejected and dropped into a ditch near the New Jersey Turnpike. He reveals the portal to Maxine and they let others use it for $200 a turn.

The opening shot is of a shoe lying in the gutter. It belongs to a man who is leaning against a parked car drinking a carton of milk. After a moment, the owner of the car then angrily tells him to stop. As the man walks off, he spots a woman across the road and as he stumbles on the curb - the woman mimics him. He looks at her oddly. She again copies him as he discards his milk carton on a fence and swings his arms. They continue mimicking each other until we see that the man is approaching a crossing in the road. However, the man is enjoying the game too much to realise the danger and continues to imitate the woman who is trying to warn him of the oncoming traffic. He is then struck by a car which flips over and forces his shoe to fly through the air and land in the gutter.

The film begins with Max, a lonely nine-year-old boy with an active imagination whose parents are divorced, wearing a wolf costume and chasing his dog. Out of frustration, Max messes up her bedroom and destroys a frame that he had made for her. At school, Max's teacher teaches him and his classmates about the eventual death of the sun. Later on, his mother, Connie, invites her boyfriend Adrian to dinner. Max becomes upset with his mother for not coming to the fort he made in his room. He wears his wolf costume, acts like an animal, and demands to be fed. When his mother gets upset, he throws a tantrum and bites her on the shoulder. She yells at him and he runs away, scared by what has transpired. At the edge of a pond Max finds a small boat that he boards.

In the film, Kanye West plays himself drunk at a nightclub embarrassing himself and his friends while being belligerent. West becomes excited when "See You in My Nightmares" starts playing in the club and he begins to wander around the club reminding everyone that it is his song, even though everyone already knows that. He also tries to flirt with many of the women there, who are at first starstruck, but then quickly repulsed by his drunken behavior and lewd advances. West embarrasses himself further when he tries to hit on a woman who is there with her boyfriend. He later runs into Fonzworth Bentley, who he has a brief conversation with until another drunk man comes up to West and mistakes him for Lil Wayne. After Bentley corrects the man, the man continues interrupting the conversation while attempting to talk to West until Bentley grabs the man and a fight breaks out. West simply walks away.
