East Germany in 1980: Barbara (Nina Hoss) is a chain-smoking physician whom we meet as she is arriving for her first day at a small rural hospital near the Baltic Sea. She had been at the prestigious Charité hospital in East Berlin but, after she'd filed an "Ausreiseantrag" – an official request to leave East Germany – she had been incarcerated and then transferred to this small town where she is still monitored by the Stasi. Twice in the film, we see the Stasi punish Barbara for the hours in which they cannot find her, by searching her house, strip-searching and cavity-searching her.

A former criminal is married to a Turkish immigrant to Germany, Ali Ozkan, who marries a woman named Laura. The film begins in 1813 after the phase of the Napoleonic Wars known in German as the Befreiungskriege (War of Liberation). The opening scenes show Prussian Landwehr and volunteers marching down the streets of Breslau through enthusiastic crowds. This is followed by a dialogue between King Frederick William III of Prussia and Count August von Gneisenau, in which Gneisenau explains that the siege of Kolberg taught the importance of citizen armies. Ending with the admonition that kings who cannot lead must abdicate, the scene switches to Vienna in 1806 to show the abdication of the last Holy Roman Emperor, Francis II of Austria, whom the script has Gneisenau call "an Emperor who abandoned the German people in their hour of need".

Young Sheffield residents Ruth Beckett (Karen Meagher) and Jimmy Kemp (Reece Dinsdale) decide to marry due to an unplanned pregnancy. Meanwhile, as tensions between the US and the Soviet Union over Iran escalate, the Home Office directs Sheffield City Council to assemble an emergency operations team, which establishes itself in a makeshift bomb shelter in the basement of the Town Hall. After an ignored US ultimatum to the Soviets results in a brief tactical nuclear skirmish, Britain is gripped by fear, with looting and rioting erupting. Employée des renseignements britanniques, au sein du Government Communications Headquarters (GCHQ), Katharine Gun reçoit dans ses courriels un mémo secret indiquant que les États-Unis sollicitent l'aide de la Grande-Bretagne pour rassembler des informations compromettantes sur certains délégués du Conseil de l'ONU afin de les obliger à voter en faveur de l'invasion. S'ils votent contre, elles seront divulguées publiquement. Stupéfaite, Gun hésite à révéler la machination liée à cette intervention illégale. Malgré tout, elle envoie anonymement le mémo à la presse afin de tenter d'empêcher la guerre qui s'annonce inutile et aux conséquences désastreuses. Mais, en choisissant d'exposer cette vaste conspiration politique, la lanceuse d'alerte met en danger sa vie, son couple, sa liberté et son sens du patriotisme. Car sa décision est considérée comme une trahison aux yeux des services secrets britanniques.
