Triad leaders White Tiger (Chan Yuen) and Green Dragon (Michael Chan) become enemies while fighting for the objection of Yuk-fung (Yip San). Tiger abducts the child Prince and fabricates a story of how his mother was abducted by Dragon. Since then, prince was determined to study martial arts in order to kill Dragon and rescue his mother. Prince was trained by Tiger to be a killer, and killing Dragon have become Prince's goal. One day, when Prince (Jacky Cheung) had the chance to kill Dragon, he sees his dream lover, Tweedy (Rosamund Kwan), and as a result, fails to kill Dragon, breaking his reputation of never making mistakes on missions. Prince's assistant, Ching-ching (Carina Lau), whom is deeply in love with him, arranges Tweedy to seemingly disappear for a while for the sake of him. However, Prince mistakenly believes that Ching-ching betrayed him and killed Tweedy and begins to drink heavily. Because he thinks Tweedy is dead, Prince feels hopeless. Later, Tiger calls Dragon out to meet with him, telling him that Prince is actually Dragon's son, a fact that Prince did not expect. When Tiger and Dragon were arguing who is truly Prince's father, Tiger points his gun at Prince and blames Prince for his resentments. During a battle, Ching-ching gets shot and killed by Tiger in order to protect Prince. Afterwards, Prince sadly carries Ching-ching away, reminiscing a time when Ching-ching asked him whether he will cry when she dies. Later, Tweedy also tells Prince that Ching-ching entrusted her to not meet with him until he kills Dragon. Prince did not say a word, and silently watches the distant sunset with Tweedy.

The story begins in the 1910s in early Republican China. Cheng Daqi, a young fruit vendor from Chuansha, is arrested and imprisoned after being framed for murder. He is saved by Mao Zai, an agent working for the Nationalist Government's secret police, after which he travels to Shanghai in search of a new life. In Shanghai, he meets Hong Shouting, a mob boss, and becomes one of Hong's apprentices. He also falls in love with Bao, a singer whom he eventually marries, even though his true love is actually Ye Zhiqiu, an opera actress from his hometown. At one point, Hong unknowingly offends the son of a general and is captured by the general's men. Cheng negotiates with the general and succeeds in striking up in a deal with him to release Hong and invest in their banking business. Hong feels so grateful to Cheng that he becomes sworn brothers with him later.

In 1991, Hong Kong police inspector Wong Chi-shing (Anthony Wong) meets with his informant, Hon Sam (Eric Tsang), while Lau Kin-ming (Edison Chen), Hon's prospective mole within the Royal Hong Kong Police Force, assassinates Hon's triad boss, Ngai Kwun. Lau is later greeted by Hon's wife, Mary (Carina Lau), who casually ascertains whether he has any reservations about his mission for Hon. While giving him cash, Mary advises Lau to maintain a low profile. She also confesses that she was the person who ordered the hit on Ngai Kwun, admitting that Hon has no knowledge of this transgression and urges Lau to remain silent. Mary wants Hon to replace Ngai Kwun as the triad boss.

In 1998 Macau, former mobster Wo (Nick Cheung) lives quietly with his wife, Jin (Josie Ho), and his newborn child in a nondescript apartment, having turned over a new leaf. Superintendent Wai (Michael Miu) organises an operation, code named WO HU, where he sends an army of undercover cops to spy on triad leader Jim (Eric Tsang). Jim discovers one of the undercover cops Eric (Timmy Hung) and sends low level triad member Killer (Shawn Yue) to assassinate him. Killer carries the hit but failed to flee Hong Kong afterwards. Then, Jim orders other triad leaders Walter (Francis Ng) and Tommy (Julian Cheung) to keep it low in order to avoid the cops' attention. Tommy believes that his triad brothers are plotting to take his assets. After Tommy was exposed by an undercover cop in his crew, he must flee Hong Kong and leave his businesses ti Jim. Tommy, however, does not trust Jim and plots against him.
