Une série d’attentats à la bombe se produit à Hong Kong, suscitant la peur parmi la population. L'ancien agent de déminage Poon Sing-fung (Andy Lau), tombé dans le coma à la suite d'une explosion, devient le principal suspect en raison de ses liens avec l'organisation criminelle Resurrection. Après son réveil, Poon est interrogé et emprisonné. Il s'évade pour découvrir la vérité et prouver son innocence. Sur sa route de fugitif, il demande l'aide à son ancien camarade d'armes, également démineur, Tung Cheuk-man (Lau Ching-wan). Cependant, les deux se querellent car Tung doit choisir entre la justice et l'amitié. Il décide de choisir cette-dernière et aide son ami. Au même moment, l'ex-petite amie de Poon, Pong Ling (Ni Ni), qui est maintenant inspectrice en chef de l'Unité de lutte contre le terrorisme, cherche désespérément à découvrir le coupable de la série d'explosions et persuade Poon d'entrer en contact avec le groupe Resurrection pour découvrir sa prochaine cible et prouver son innocence. Poon réalise qu'il est tout aussi difficile de dévoiler la vérité que de se débarrasser d'explosifs.

La police de Hong Kong assiste aux obsèques des deux surintendants tués lors du film précédent. Peu de temps après, le commissaire Sean Lau (Aaron Kwok) reçoit un appel de l'un des responsables du vol du fourgon de police qui lui dit que sa femme a été enlevée et qu'elle sera échangée contre Joe Lee (Eddie Peng). Lau outrepasse la procédure habituelle pour transférer Joe hors de prison et le ravisseur lui ordonne de l'amener à une station de métro. Sur place, Joe réussit à s’échapper grâce à ses complices, dont l’un déclenche une bombe. Les criminels libèrent dans le même temps la femme de Lau dans la station.

Sur le marché de la drogue de Hong Kong, le revendeur Jizo (Louis Koo) commence progressivement une collaboration avec certains seigneurs de la drogue mexicains de l’autre côté de la frontière. De son côté, Yu Shun-tin (Andy Lau), un ancien membre des triades devenu philanthrope et magnat de la finance, qui fut témoin de la consommation de drogue de son père pendant son enfance et dont le fils est mort du même fléau, abhorre la drogue qu'il considère comme le mal absolu. Par conséquent, il offre une prime de 100 millions HK$ pour éliminer le principal trafiquant de drogue de Hong Kong, ce qui provoque une agitation dans la société. Le surintendant principal Lam Ching-fung (Michael Miu) a l'intention d'arrêter Jizo, mais est maintenant responsable de sa protection à cause de la prime. Tout en se sentant impuissant, Lam est lui-même attiré par la prime offerte par Yu et est confronté à une lutte intérieur entre le bien et le mal. Une bataille finale éclate entre les deux magnats qui étaient autrefois des frères dans la même triade.

Before his wife was murdered, Inspector Mann Cheung (Simon Yam) was a model to young detectives. However, with his wife's death, he was indulged in deep sorrow and became downhearted and dispirited. The evil Japanese warlord Lord Godless desires to conquer China. He threatens the General in command into surrender, takes the emperor captive and subdues a large number of martial arts masters using his special poison. Among the captives are Cloud who surrendered out of concern for Chu Chu, and the martial arts legend Nameless. Lord Godless gives them two choices, they can either surrender and work under him, or they will be executed. None of the masters accept the offer. Nameless then breaks free of his chains, revealing that Ghostly Tiger, Nameless' assistant sneaked in earlier to give all the masters the antidote to the poison. Cloud and Wind land direct blows on Lord Godless with no noticeable effect, and even though several other martial arts masters combine their powers to attack Lord Godless, they lose the contest of strength and are killed. Nameless uses his special attack on Lord Godless, using his chi to launch all the captured masters' swords at Lord Godless, Lord Godless takes the attack head on and blocks all the swords while Nameless suffers serious internal injuries because he overtaxed himself while not fully recovered from the poison. Some other martial artists raid the prison on horseback and Nameless, Cloud, Wind and Chu Chu manage to escape, while Lord Godless sends his son, Heartless and two lieutenants, Earth and Sky, after Nameless with an army, with orders to destroy any martial arts schools along the way who will not surrender.
