À Rome, quatre agents de la circulation zélés se heurtent à l'opinion négative que la population a muri à leur encontre. À la bonté et l'indulgence exprimées par Pietro Spaziani (Fabrizi), s'oppose le professionnalisme strict d'Alberto Randolfi (Sordi), qui a une admiration pour Paris et l'Avenue des Champs-Elysées, qui n'excuse personne, depuis les personnalités officielles, les religieuses, les pompiers, jusqu'au piéton qui ne respecte pas les passages protégés. Giuseppe Manganiello (De Filippo) est plus nonchalant, c'est un passionné de musique qui s'endort souvent au travail. Leur supérieur (Cervi) cherche patiemment à garder l'harmonie dans le corps, mais finalement, exaspéré par la conduite de Randolfi, le mute à Milan.

Naples, 1806. The king Ferdinand I of the Two Sicilies is frowned upon by the people, especially the comic theatrical Pulcinella, which continually delivers hard sermons, earning a reputation among the Neapolitans. Ferdinand one day gets angry and does condemn to death Pulcinella, while every night the king masquerades himself as populate with a false name, having fun in the taverns. Pulcinella unmasks him and invokes the rebellion of the people of Naples, that never comes. However, the cruelty of Ferdinand stops when Napoleon Bonaparte arrives in Italy. While the Neapolitans celebrate (false) freedom, Ferdinand makes a noble disguise his coachman while he wears populate dresses, and runs away from the city.

Maria is a widow with a dependent child, in debt with her landlord, and she tries to get by on small tailoring jobs. One day she receives a visit from a neighbor, a prostitute. Praising the beauty of Maria, and understanding her economic difficulties, the prostitute suggests her to attempt the same profession, in her view the only way for a single woman to find the money to live.
