The film is a spin-off of the original story of The Heaven Sword and Dragon Saber. Zhang Wuji retrieves the Heaven-reliant Sword and the Dragon-slaying Saber and places them in the Ming Cult's headquarters. He carves the inscriptions from the Nine Yang Manual on the walls of a secret chamber and asks his godfather Xie Xun, who has become a monk, to help him guard the chamber. Zhang returns the original copy of the manual to the Shaolin Sect.

In 1967, Hong Kong, Ben, Paul, and Frank are childhood friends and members of a gang. They regularly brawl with members of other gangs. Ben becomes engaged to his girlfriend Jane and Frank takes out a loan to pay for the reception. He is attacked by the leader of another gang, Ringo, and they fight over the money. After the wedding Ben and Frank attack Ringo in retaliation and Frank gets carried away and kills him. They meet with Paul and decide to flee Hong Kong to escape the police. Sas and Chow Cho-sam are sworn brothers who grew up in a triad gang and lacked family warmth and proper education. Sam falls in love with May and they have shotgun marriage. In order to pay for their marriage, Sas gets involved in a robbery where Sam injures three policemen and the two are imprisoned for six years. After they were released, May is already someone's fiance but Sam is still in love with her but since punks and love have no fate, they can only be friends. Sas and Sam borrow money from a loan shark for their private business. However, their business fails and debt collector Fu forces them to kidnap to pay off their debts. They are ordered to kidnap tutoring student Ka-po, daughter of a wealthy man. Sas was dissatisfied with Fu's decision to murder the girl after collecting ransom and personally hands Ka-po back to May which angers Fu and he hires people to chop Sas. After Sas dies from his injuries, the sadden and angered Sam seeks vengeance on Fu. After some fighting when Sam was about to kill Fu, his long lost father, Inspector Chow Wing, persuades him to reform and not to repeat the same mistakes. Wing hands Fu to the law and helps Sam turn over a new leaf.

The story begins in early Republican China. The film is set in China in 370 BC during the Warring States period. A massive army from the Zhao state is on its way to attack the Yan state. Liang, a city-state on the Zhao–Yan border, is in peril of being conquered by the Zhao army. Ge Li, a Mohist, comes to Liang to help defend the city. Although the King of Liang has already planned for peace talks with the invaders, Ge Li manages to convince him and the people of Liang to put up resistance by warning them of the consequences of surrendering. He also promises the King that the invaders will give up on Liang if they fail to conquer it within a month, because their main target is actually the Yan state. The King has doubts about Ge Li's idea but still puts Ge in command of his army.
