In an old Hollywood mansion, the spirit of a butler inhabits a grandfather clock. When two teenagers decide to use the mansion (which once belonged to one of the teen's grandfather) for a film, they encounter the spirit frightening away a burglar. Detective Lucas McCarthy (Lance Henriksen) finally catches the serial killer named "Meat Cleaver Max" (Brion James) who killed over 100 people and watches his execution. McCarthy and the others watching the execution are shocked to see the electric chair send enough voltage through him to physically burn Max's body before finally dying. Max, however, has made a deal with the devil in order to return from the grave and frame Lucas for a series of grisly murders. The movie follows the antics of high school students and their adventure in saving their school from being closed. Class president Melissa (Loryn Locklin) has started raising money through donations to keep the school open, but when the fundraising begins to slow down, Dylan (Matt Lattanzi) convinces Melissa that he can save the school with his plan. They take $3000 of the money that has already been raised to bet on an illegal car race that Dylan is convinced he would win. Dylan doesn't win the race and in order to get their money back, he is forced to double-down on an impossible race against the clock that only the town legend has ever accomplished. The film ends with a spectacular stunt with car and driver jumping through the goal-posts during a football game between two local high schools, Apollo and Cathedral.

Johnny Walker (Hall) is the top high school quarterback prospect who is heavily recruited by many schools. His best friend, Leo Wiggins (Downey), thinks he should hold out for the best offer. His girlfriend, Georgia (Thurman), wants him to go to State with her and get a solid education. The colleges offer him everything he could possibly want — girls, cars, cash, free room and board, etc. One school even buys Leo a car, while another offers to provide him with male companions if he isn't interested in women. His coach, Wayne Hisler (Gleason), who he really can't stand, even tries to sell him out by striking a deal with one of the interested colleges to become their next head coach. Although he has all the skills a coach would want in a quarterback, he is unsure where he wants to go and is tempted by the offers because of all of the praise and attention. His recruitment is followed closely by a recruiting investigator (Downey, Sr.) who is trying to make sure everything is on the "up and up". Although Johnny lives with his mother, grandfather, younger brother and sister, he is offered everything and anything by every interested college except for the local state college, which is where he ends up going when he uses his moral compass to make the decision.

The film stars Cryer as the son of a Republican senator from Virginia who has spent most of his life away at boarding school.
