When a 12-year-old chimney sweep is wrongfully blamed for being a thief, he makes a run for it and ends up jumping into a violent river. There he encounters a civilization of anthropomorphic underwater creatures. Before he can return to the surface and clear his name, however, he must help rescue his new friends, the Water Babies, from their nemesis. Featured voices include those of James Mason, Bernard Cribbins and Tommy Pender. The film starts and ends similarly to the book, though in the book Tom actually dies, and is only allowed above the sea on a temporary basis. The movie also adds a whole new subplot, involving a Killer Shark, an Electric Eel and the mythical Kraken, who decides whether or not Tom can return to the surface. The film is set in 1918, in which a war widow Mrs. Allen (Dorothy Alison) and her three children, Lucy (Lynne Frederick), Jamie (Garry Miller) and baby Benjamin are reduced to living in a tiny, squalid, Camden Town flat. Just before Christmas, a mysterious old man, Mr. Frederick Percival Blunden (Laurence Naismith) visits the family, introducing himself as a representative of a firm of solicitors. The family are told there is an opportunity to become the caretakers of a derelict country mansion in the Home Counties named Langley Park, which was gutted by fire years before, and is now in the charge of the solicitors. Mrs. Allen's instructions are to care for the property until such time as the heirs to the estate can be traced. In desperation, Mrs. Allen agrees to take up the post. The three Rawlins children, Charlie, Carrie, and Paul are evacuated from London during The Blitz to the remote village of Pepperinge Eye. They are placed in the reluctant care of Miss Eglantine Price, a reclusive woman who agrees to the arrangement temporarily. The children attempt to run away back to London, but change their minds after observing Miss Price attempting to fly on a broomstick. In Edwardian London, 1910, Cockney one-man band Bert is entertaining a crowd when he senses a change in the wind. Afterwards, he directly addresses the audience and gives them a tour of Cherry Tree Lane, stopping outside the home of the Banks'. George Banks returns home from his job at the bank to learn from his wife Winifred that their hired nanny, Katie Nanna, has left their service after his children, Jane and Michael, ran away again. They are returned shortly after by the local constable, who reveals that the children were dragged away by their kite. The children ask their father to help build a better kite, but he dismisses them. Taking it upon himself to hire a nanny, George advertises for a stern, no-nonsense nanny. Ellie and her brother Tom listen to their grandmother reading them a story about the evil Snow Queen. When their younger sister Polly asks Tom if the Queen is coming to their house, Tom says that she only exists in the story. However, the Snow Queen really does live in an icy palace in the North Pole with her three troll servants: Eric, Baggy, and Wardrobe. Her plan is to set up her huge magic mirror on a mountain to reflect the sunlight away so the entire world will become her kingdom. But the mirror falls down the mountain and lands on the trolls' flying machine where it shatters into pieces. The plot is picking up where the previous film left off. After the evil Snow Queen was defeated and frozen solid, Dimly the flying reindeer arrives back at the village with Ellie, her brother Tom, and Peeps the sparrow. By now it is almost spring. Back at the Queen's palace, her now uncontrolled three trolls, Eric, Baggy and Wardrobe, prepare for Dimly to take Freda back to the flying school and return for the trolls. As the trolls try to figure out where to go, the Snow Queen's bats take her magic staff and place it in her hand, setting her free moments after Dimly returns. The furious Queen decides to kidnap Dimly so Ellie will come to her and she can get her revenge.
