Ajay Sharma (Dharmendra), is a Police Inspector of notable wealth. He is happily married to Asha (Rekha) with two children. Many a times he goes out of his work area to destructively capture dangerous criminals and inadvertently falls under disciplinary warning with his concerned superiors. After repeated warnings he is discharged from the Police force. He decides to go back to his boyhood town by joining his father (Madan Puri) in the family business. They are living happily. However a notable Criminal going by the name of Rocky (Shakti Kapoor) and his uncle (Pinchoo Kapoor) trace Ajay to his home town and decide to set up a casino. Malati (Rati Agnihotri), a young girl from a middle-class family meets Suresh Ray (Mithun Chakraborty), who is the son of a well-known lawyer Dayashankar Ray (Danny Denzongpa). After dating each other for some time, she finds that she is pregnant. When Suresh refuses to marry Malati, and she decides against aborting the baby, her parents throw her out and disown her. Left alone, she decides to take Suresh to court. She is supported in this fight by Shakuntala (Rekha), a lawyer who works for woman's rights, who also has an illegitimate daughter from Dayashankar Ray. The case gets much publicity and public support, and the judge rules in Malati's favor. At this point however, Malati refuses to marry Suresh and decides to raise the child on her own. In the meantime, Shakuntala dies of a heart attack, and Malati promises her to take care of her daughter, and carry on Shakuntala's work.

On a foggy night, Chandrashekhar (Navin Nischol), who is driving his car at high speed, meets with an accident. He walks to a nearby house to ask for assistance. When nobody answers the door, he enters the house and finds the dead body of a wheelchair-bound man. Standing nearby is a beautiful, young woman, Rani (Zeenat Aman), with a gun. She tells him that the dead man is her husband and she has murdered him. She asks Chandrashekhar to call the police. Intrigued, Chandrashekhar asks Rani to tell her what happened. She tells him that her husband, Thakur Ranjit Singh (Danny Denzongpa), was a cruel man who used to mistreat his family and used to shoot cats and dogs with his gun for amusement (which is why nobody in the house woke up upon hearing the gunshot). On this night, before Chandrashekhar arrived, they had an argument and when her husband threatened to shoot her, she tried to take the gun away from him. In the ensuing struggle, Ranjit got shot.

Crime and corruption have taken over Bombay City without any solution. A rash of kidnappings of young women takes place. One auto-rickshaw driver Auto Kesariya is behind this crime. The policemen of Kala Chowki Police Station are doing little to stop these crimes. Former Assistant Commissioner of Police, Arjun Verma is reinstated and assigned to this case. Arjun gets himself deeply involved in this disappearance and the kidnappings and faces the shock and trauma of finding skeletal remains of young women who have been abducted as well as body parts stolen from innocent patients from hospitals. His personal life also turns upside down as his fiancée abandons him on his wedding day, while his niece is abducted and held for ransom, and above all Arjun Verma himself becomes the target of assassins hired by influential politicians and senior police officials.
