Halfway through the (Fictionalized) 2001 Champ Car season, rookie driver Jimmy Bly has already won 5 races. In 1968, Jim Douglas is a down-on-his luck racing driver, reduced to competing in demolition derby races against drivers half his age. Jim lives in an old fire house overlooking San Francisco Bay with his friend and mechanic, Tennessee Steinmetz, a jolly Brooklynite who constantly extols the virtues of spiritual enlightenment, having spent time amongst Buddhist monks in Tibet, and builds "art" from car parts. After yet another race ends in a crash (and Tennessee turns his Edsel into a sculpture), Jim finds himself without a car and heads into town in search of some cheap wheels. He is enticed into an upmarket European car showroom after setting eyes on an attractive sales assistant, Carole Bennett. Jim witnesses the dealership's British owner, Peter Thorndyke, being unnecessarily abusive towards a white Volkswagen Beetle that rolls into the showroom, and defends the car's honor, much to Thorndyke's displeasure. The following morning Jim is shocked to find that the car is parked outside his house and that Thorndyke is pressing charges for grand theft. A heated argument between Jim and Thorndyke is settled when Carole persuades Thorndyke to drop the charges if Jim buys the car on a system of monthly payments.

Neal Page is trying to return to his family for Thanksgiving in Chicago after being on a business trip in New York City, but is held up by an advertising executive who spends the entirety of the meeting looking at the three pictures to choose to launch their ad. On their way out, he tries to find a cab and successfully hails one, but is beaten to the punch by another man (Kevin Bacon in a cameo appearance). Del Griffith, a traveling salesman, interferes by leaving his trunk by the side of the road causing Neal to trip while racing a man for a cab, then inadvertently snatching the taxi ride that Neal bought from an attorney. The two meet again on the flight from JFK Airport to O'Hare; the plane is diverted to Wichita due to a blizzard in Chicago. What should have been a 1-hour and 45-minute New York-to-Chicago flight turns into a three-day ordeal, in which everything that can go wrong does.

An armed gunman causes a hostage situation at a Los Angeles grocery store. When negotiations between him and the law fail, Marion Cobretti (codenamed "Cobra"), a member of an elite division of the Los Angeles Police Department known as the "Zombie Squad", is summoned to the scene. Cobretti infiltrates the store, locates, and negotiates with him. During the negotiation, the criminal speaks of the unknown "New Order", a group of social darwinist radicals that despise modern society and believe in killing the weak, leaving only the strongest and smartest to rule the world. Cobretti then kills the gunman by throwing a knife at his abdomen and firing shots at him.

Franklin Maurice Hatchett (Chris Tucker) is a small-time car wash hustler and ticket scalper who owes money to a local gang leader named Carmine (Damian Chapa). He gets dimed out to the police by an investigating news reporter named James Russell (Charlie Sheen) after unintentionally thwarting Russell's attempts to have him confess his crimes on camera, and is taken to jail. When placed on a prison transport unit, he is handcuffed to a French criminal named Raymond Villard. The transport unit is attacked on a bridge, with mercenaries killing all the police officers and prisoners except for Franklin and Villard; the mercenaries are Villard's men, but since he is handcuffed to Hatchett he decides to bring him for the moment, and they escape on a helicopter with another French criminal named Dubray. While on the helicopter, Hatchett overhears the two discussing the location of a cache of stolen diamonds. Hatchett then jumps out of the helicopter after realizing that Villard and Dubray plan to kill him. While eating at a local diner, Franklin and Villard's mugshots are shown on the news as the two men who killed several police officers. Two other officers in the diner then recognize Franklin, and chase him into the street. He is able to elude them, and decides to call Russell after seeing his face on an advertisement.

The film begins with two cars racing in the middle of the desert. Biker Cary Ford (Martin Henderson) pulls up on his motorcycle and tries to pass them. He finally does so and stops at a diner which his old girlfriend Shane (Monet Mazur) owns. There are pictures all over the wall of Ford and Shane back when they were together. Ford takes one of the pictures. He then goes back outside and the two punks who didn't let him pass show up. The three get into a fight but Ford beats up both of them.
