The film proceeds in chronological order, apart from the scene at the beginning of the first episode before the opening credits, which was taken from Winter 1997.
A fishery is seeking court action against a local chemical factory for polluting the water. The mysterious chemical company hires lawyer Jackie Lung (Jackie Chan) to find information that will discredit the fishery. He employs his arms dealer friend, Wong (Sammo Hung) to woo the fishery owner, Miss Yip (Deannie Yip), to try to convince her to settle out of court.
As the film begins. A former criminal and drug dealer Lucky (Wesley Snipes) was released from prison and tries to lead a respectable life despite his troubled past. However, Lucky once or twice reflects on the wisdom of his grandfather who supposedly told him "sometimes without bad luck, it would seem you don't have any luck at all." Shortly after his release from prison, Lucky tries to get back on his feet but inexplicably ends up a victim of Hurricane Katrina's wrath, and loses his newly found life.
Seenu (Ram) enjoys fights right from his childhood. He appreciates violence. He wants to be like Manikyam (Pradeep Rawat), who was a goonda, as everyone, including his teacher, is afraid of him. When all the boys wanted to become doctors, engineers, lawyers and other professionals, Seenu wants to become a goonda. Though he behaves like a ruffian, he comes to know that one should have the support of a politician or a big dada. With the help of Laddu (A.S. Ravikumar Chowdary) an associate of Manikyam, Seenu meets the latter and joins his gang. At this juncture, Seenu falls in love with Subbalakshmi (Isha Sahni). As she pleads with Seenu to help her friend's father, Seenu agrees to settle a land deal. But the land was under illegal occupation of Manikyam's gang member.
Taking place at present times, Tribu tells the story of street life in the slums of Tondo, Manila, a lower class suburb in the northwest portion of the city of Manila. The film is told from the viewpoint of a young ten-year-old boy named Ebet who We follow as he witnesses the deadly lives of teen age gang members in Tondo and the events that lead to their explosive confrontation. The film follows Ebet who witnesses three youths being initiated into the Thugz Angels gang. In the opening sequence of the film, the 10-year-old boy explains the genesis of the tribes. They exist, he says, because the children are poor. They are poor because they or their parents lack jobs. In Tondo, the boy says, you have to be tough or you die. Even a child needs to be tough. But in the hell that is Tondo, he says, even a child can be God.
A young Chinese martial arts national champion, Kong, comes to Hong Kong on a short contract with a Chinese opera group. A small time gambling boss, Ma, is so impressed with Kong that he wants him to be his fighter in the underground all-contact boxing world. In need of money, Kong makes up his mind to enter the underground boxing scene with his girlfriend Tin, and together they are under control. Kong's fighting skills made him unbeatable in the arena, but after each win, he gets himself in too deep with the underground world.

In 1977 in Nice, Albert Spaggiari is arrested by the police and brought to a judge's office for interrogation, but he manages to escape by jumping out of the window and riding off by motorcycle with an accomplice. He then exiles to South America where he meets new faces including a mysterious journalist who wants to interview him about the heist and his whereabouts.
Michael Dixon (Cuba Gooding, Jr.) is an agent working linewatch for the United States Border Patrol on the U.S. Mexico Border in New Mexico. He is well-respected by his peers at US Border Patrol and loved by his wife Angela (Sharon Leal) and 5-year-old daughter Emily (Deja Warrior). Michael and his partner Luis DeSanto (Omar Paz Trujillo) discover a van full of dead illegal immigrants, and they go in search of the "coyote" who was leading them across before he left them for dead. At the same time, Michael has to deal with a Minute Men-style militia led by Ron Spencer (Chris Browning). The search for the coyote leads Michael and Luis to a trailer, and results in a shootout where Luis gets shot.
