Leon S. Kennedy sneaks into the Eastern Slav Republic (a fictional country that separated from the Soviet Union) to verify rumors that Bio-Organic Weapons (BOWs) are being used in the country's civil war, which the U.S. and Russia are preparing to intervene in. As the film opens, Captains Craig McCenzie (Christian Slater) and Mike Reed (Freddy Rodriguez) are United States soldiers on a mission to find Osama Bin Laden in an unspecified location in the Middle East.
