Leon S. Kennedy sneaks into the Eastern Slav Republic (a fictional country that separated from the Soviet Union) to verify rumors that Bio-Organic Weapons (BOWs) are being used in the country's civil war, which the U.S. and Russia are preparing to intervene in. Morgan Leafy is a British diplomat and works in the small African state of Kinjanja, in the process of decolonisation. The minuscule European duchy of Grand Fenwick is bankrupted when an American company comes up with a cheaper imitation of Fenwick's sole export, its fabled Pinot Grand Fenwick wine. As the film opens, Captains Craig McCenzie (Christian Slater) and Mike Reed (Freddy Rodriguez) are United States soldiers on a mission to find Osama Bin Laden in an unspecified location in the Middle East. Their mission quickly goes awry when CIA operative Carter Mason (Colm Meaney) turns up independently, but with Reed already having infiltrated the settlement he is unable to extract himself and his cover is quickly blown. Captured by the locals, he is interrogated briefly by Mason, who threatens to emasculate him if he does not disclose the full details of his operation, but he is swiftly freed by Slater, much to the displeasure of the agent.

The film takes place in a fictional state of Bubun (or Bubunia), a matriarchal totalitarian country led by ruthless La générale (Generaless) (Anémone).
