In the year 2013 in Bangkok, the Liberal Party leader Direk Damrongprapa (Pornwut Sarasin) campaigns during an election on an anti-corruption platform with the support of his fiancee Vasana Tienpradap (Yarinda Bunnag), a Harvard educated geology expert. Three years later Vasana separates herself from Direk who has become the prime minister over his betrayal in refusing to stop construction of the Chumporn nuclear power plant. Meanwhile, a masked vigilante known as Red Eagle (Ananda Everingham) emerges within the city. Red Eagle is actually Rom Rittikrai, a former Special Task Force agent who had been rescued by Vasana when escaping from an attack by the Matulee (a secret society that hires masked assassin Black Devil to murder Red Eagle) and got a bullet in the brain; his terrible headaches can only be relieved by regular doses of morphine. Red Eagles has dispatched drug-dealers while Detective Chart Wuttikrai (Wannasingh Prasertkul) and his Sikh colleague Singh (Jonathan Hallman) are ordered to track down Red Eagle. Red Eagle kills the parliamentary member Sonkuan who is a child pornographer. This leads him to become the no. 1 target of the Matuleee. Vasana recognises that Red Eagle and Rome are the same man, igniting an attraction between them. Meanwhile, Chart and the Matalee continue to hunt Red Eagle down.

After presumably defeating Apocalypse Inc., the Toxic Avenger has nothing to do. He tries to get a job but fails, as a normal job is no place for a hideously deformed creature of superhuman size and strength. Until one day, Toxie is told that his blind girlfriend Claire has a chance to see again, but it will cost a great deal of money. When the famous superhero gets the opportunity to work as a spokesman for Apocalypse Inc., he agrees so he can get money for Claire. As he was unaware of the evil nature of his employers, Apocalypse Inc. took over Tromaville and enslaved the populace. After Claire's surgery, she opens up Toxie's eyes and it is revealed that the Devil himself is the chairman of Apocalypse Inc. Things begin to make a change for the worse as the Toxic Avenger will be transformed back to his original form, the dorky Melvin Junko, and must face a showdown with the Devil. The Toxic Avenger defeats the Devil through the "Five Levels of Doom" trial ordeal, defeating Apocalypse Inc.

In the year 2043, an evil crime lord (The General/M. Bison) is trying to take over the world. He was arrested and was sentenced to jail by the Judge. The superhero team the Specials has never achieved great popularity or prestige, partially because unlike other super teams it is not corporation-friendly and has been unable to secure merchandising deals. Without the corporate or private financial resources of more well-established teams, the Specials often get underrated villains, small disasters, and the occasional alien invasion to repel — all of which are deemed too low-priority for other superhero teams. The Hikari Studio arrives in a new A.R. World where, after seeing that Tsukasa's photos of this world are coming out perfectly, Natsumi realizes they may be in Tsukasa's home world. Tsukasa realizes he remembers the mansion depicted on the backdrop that took them here. But when the Nine Worlds fusion starts to influence the World of Decade, Tsukikage reveals that Tsukasa's journey has now enabled a solution to the crisis by determining the strongest Kamen Rider in existence: The Rider Battle. When his memories return, Tsukasa gives Tsukikage the clearance to make it happen. Three days later, after numerous matches, it comes down to a 6-man tag team match between the team of Decade, Kuuga, and Diend vs. V3, BLACK, and Super-1. With Diend running off and Kuuga wounded, Decade is forced to defeat all three on his own. Upon victory, a castle emerges from the stadium with Yusuke and Natsumi finding themselves in the throne room surrounded by various monsters as they are welcomed to Dai-Shocker before Eijiro appears as he suddenly reveals himself to be Doctor Shinigami, toasting to their leader's return: Tsukasa. Revealing all of their actions were to ensure Dai-Shocker would achieve its goal of dominion of all the saved worlds, Tsukasa sends the horrified Natsumi and Yusuke into the sewers.
