Emma Frost worked previously with a mad scientist named Russel Tresh who felt that he could extract part of mutant's brains to develop psychic powers, and Russel is back and wants to use Skin's brain in his experiments.

The episode begins with Percy and his brother Lil Pea, walking away from a movie theater and seeing what appears to be a comet. Jimmy and Jerry Gourd, who man an early-warning radar station, then alert Larry-Boy with "The Larry-Signal" of an approaching alien. Larry-Boy begins to search for the alien but gives up after finding nothing despite his butler Alfred's (Archibald Asparagus) protests. The scene then shifts to Junior Asparagus and Laura Carrot having a tea party. Junior decides to take his father's prized "Art Bigoti" bowling plate, but he accidentally breaks it. The alien "Fibrillus Minimus" (Fib for short) emerges and convinces Junior to lie to his dad claiming "A little fib couldn't hurt anybody". Junior lies to his dad, but soon discovers that every time he lies his "little fib" grows larger. He and Fib go downtown where Laura, Percy, and Lenny confront him about his lies. When Junior tells a lie about alien cows coming to earth and breaking the plate, Fib grows to be 50 feet tall and captures Junior and starts destroying half of the city.

Since his last encounter against Batman, Mr. Freeze has found a home in the Arctic and started a family (of sorts) with the still cryogenically-encased Nora, an Inuit boy named Kunac, and two pet polar bears, Hotchka and Shaka. Nora's condition begins to rapidly deteriorate due to a submarine accidentally emerging from underwater directly underneath them, shattering her containment vessel. Freeze returns to Gotham City with his companions. He enlists the help of Dr. Gregory Belson to find a cure. Belson determines that Nora needs an organ transplant, but due to her rare blood type there are no suitable donors available.

College student Caitlin Fairchild is offered a scholarship by the National Security Committee to attend a secret military school set in a U.S. desert. While there she meets new friends Percival Chang (Grunge) and Roxanne Spaulding (Freefall). Unbeknownst to them, the school's headmasters—Ivana Baiul and Matthew Callahan—are conducting genetic experiments on their pupils in a plot to turn them into super-powered beings ("go Gen Active") and launch an insurrection against the government. The only person in their way is Colonel John Lynch of Internal Operations, an original member of Gen 12 who is investigating the Gen 13 project and is determined to expose the headmasters' illegal operations. He introduces himself to Caitlin and mentions that he knew her father, Alex.
