A stunt pilot trio called the "Flying Angels" (Scott Masterson, Chuck Gavin, and Beth O'Brien), are caught in a bizarre flash of light and crash, only to emerge unharmed. They are later informed by an agent of an interstellar peace-keeping agency (whose secret identity is the groundskeeper at a Pebble Beach golf course) that they have become the host bodies of warriors from the planet Altara in M78 to capture escaped monsters from the planet Sorkin who have arrived on Earth. They become the Ultra Force, headquartered within Mount Rushmore, and are assisted by a trio of robots, (the pint-sized Andy, the strong Samson, and the twitchy Ulysses). Although equipped with futuristic fighter crafts, inevitably one or more of the team is required to transform into an Ultraman, a gigantic red and silver superhuman being, to battle the monsters. After destroying the most powerful Sorkin monster, the constantly growing King Maira, the Ultra Force remains together to combat further threats to planet Earth.

Frank Castle is the city's most wanted, and most mysterious, vigilante, known as "The Punisher". He has killed 125 criminals in the past five years. Due to his war against them, the Mafia families have weakened, forcing one of the family leaders, Gianni Franco, to come out of retirement. Franco has a plan to unify the families. This, however, has attracted the attention of the Yakuza, Asia's most powerful crime syndicate. Led by Lady Tanaka, the Yakuza decide to take over the Mafia families and all of their interests. In order to sway the mobsters to their cause, they kidnap their children and hold them for ransom.

The film opens with a daredevil escape magician Ramesh Kumar (Ramesh Deo) receiving word that his close friend Inspector Hanuman Prasad (Pran) has just lost his wife during childbirth. As Ramesh's wife is unable to bear children, the inspector entrusts one of his twin children to Ramesh, to rear as his own, so they may both enjoy the children. They decide to keep this a secret between them (and the doctor). Ramesh returns to Mumbai and the boy, Shyam, learns the tricks of the trade to become Shyam jadugar (Shyam the magician, played by Amitabh Bachchan). Ramesh meets an untimely death during a failed Chinese Water Torture Cell escape trick, and his wife steadfastly dissuades Shyam from pursuing magic. However, Shyam resolves to perform the escape successfully as a tribute to his late father.

The film follows Sergeant Detective Harry Griswold (Rick Gianasi), a clumsy N.Y.P.D. cop investigating a string of murders involving Kabuki actors.
