In 1995, John Connor is ten years old and living in Los Angeles with foster parents. His mother Sarah Connor had been preparing him throughout his childhood for his future role as the leader of the Human Resistance against Skynet, but was arrested after attempting to bomb a computer factory and imprisoned at a mental hospital under the supervision of Dr. Silberman. Skynet sends a new Terminator, designated as T-1000, back in time to kill John. The T-1000 is an advanced prototype composed of a mimetic polyalloy that allows it to take on the shape and appearance of almost anything it touches, and transform parts of its anatomy into knives and other stabbing weapons. The T-1000 arrives under a freeway, kills a policeman and assumes his identity. Meanwhile, the future John Connor has sent back a reprogrammed T-800 (Model 101) Terminator to protect his younger self.

Sam Wheat (Patrick Swayze), a banker and Molly Jensen (Demi Moore), a potter, are a couple who renovate and move into an apartment in New York City with the help of Sam's friend Carl Bruner (Tony Goldwyn). One afternoon, Sam makes the discovery of unusually high balances in obscure bank accounts, but despite Carl's offer to help investigate, Sam decides to investigate on his own. That night, while walking home, Sam and Molly are mugged by a street thug who pulls a gun and demand's Sam's wallet. Sam struggles with the attacker and is shot. After pursuing the street thug, Sam runs back to Molly and discovers that he has died from the gunshot and become a ghost after seeing Molly crying over his dead body. Sam stays by a distraught Molly, trying to come to grips with his condition, when Carl comes over and suggests they take a walk, but Sam cannot bring himself to follow. Moments later, the mugger enters the apartment, evidently searching for something. When Molly returns, Sam scares their cat into attacking the thug, who flees. Following him to his apartment in Brooklyn, Sam learns that the man's name is Willie Lopez and he was looking for something in Sam's apartment and will return to find it later. Sam happens upon the parlor of Oda Mae Brown (Whoopi Goldberg); a con artist posing as a medium who realizes she has an actual gift when she can hear Sam. He convinces her of the danger that Molly is in and to warn her. She is met by skepticism until she relays information that only Sam would know.

The film opens in 1968 at St. Anne's Academy, a California Roman Catholic school, where a young girl named Deloris Wilson is scolded by Sister Immaculata (Lois de Banzie) for wisecracking and disobedience. On May 12, 1984, two beings from the year 2029 arrive in Los Angeles: one is a Terminator T-800 Model 101, a cyborg assassin programmed to kill a young woman named Sarah Connor; the other is Kyle Reese, a soldier sent to protect her from the T-800. After witnessing gangster Eddie Kim brutally beat U.S. Prosecutor Daniel Hayes to death in Hawaii, Sean Jones is escorted by FBI agents Neville Flynn and John Sanders on a Boeing 747-400 to testify in a trial in Los Angeles. Despite increased security for the flight, Kim arranges for a time-release crate full of venomous snakes to be placed in the cargo hold in an attempt to bring down the plane before it reaches Los Angeles International Airport (LAX). To ensure the snakes attack the passengers without being provoked, he has one of his henchmen disguised as an airport ground employee spray the passengers' leis with a special pheromone which makes the snakes highly aggressive. The crate opens midway through the flight and the snakes make their way through the cabin. A couple having sex in the bathroom, and a man using the bathroom are the first killed. The plane's captain, Sam McKeon, investigates and fixes an electrical short, but is killed by the viper that caused it. Co-pilot Rick, unaware of the snake, believes Sam has suffered a heart attack and continues toward LAX.

Dave Kovic (Kline) runs a temporary employment agency in Georgetown, Washington, D.C., and has a side job impersonating President Bill Mitchell (Kline). He is requested by Secret Service agent Duane Stevensen (Rhames) to make an appearance as the President at a hotel. Dave assumes it is a matter of security, but it is really to cover up Mitchell's extramarital affair with a White House staffer (Laura Linney).

A bomb detonates in the plaza of the Colombian Consulate building in Los Angeles, killing nine people, including a caravan of Colombian officials and American intelligence agents. Among the civilians killed are the wife and son of LAFD firefighter, Captain Gordon "Gordy" Brewer, who was injured in the explosion. A tape is sent to the U.S. State Department, in which a masked man calling himself "El Lobo" (The Wolf) claims responsibility, explaining it was in retaliation for the oppression of Colombia by the United States. The FBI believes El Lobo is a Colombian terrorist named Claudio Perrini. CIA Special Agent Peter Brandt, the Colombia Station Chief, is harshly reprimanded for the incident by a Senate Oversight Committee, who promptly terminate all CIA operations in Colombia. Brandt angrily returns to Mompós and meets with his paramilitary allies to plan a major offensive to take down Claudio.

On May 12, 1984, two beings from the year 2029 arrive in Los Angeles: one is a Terminator T-800 Model 101, a cyborg assassin programmed to kill a young woman named Sarah Connor; the other is Kyle Reese, a soldier sent to protect her from the T-800. After the Terminator kills a gang member, a gun-shop manager, the two other women named "Sarah Connor" listed in the telephone directory, Sarah's roommate Ginger, and her partner, it tracks its target to the Technoir, a nightclub. Kyle arrives and saves Sarah from the Terminator. The two steal a car and escape, while the Terminator steals a police car and pursues them.

Scott Turner (Tom Hanks) is an obsessively neat police investigator who is bored with his minor police work in the fictional town of Cypress Beach in Northern California and is set to transfer to a better job in Sacramento, while fellow investigator David Sutton (Reginald VelJohnson) is to be his replacement. After witnessing gangster Eddie Kim brutally beat U.S. Prosecutor Daniel Hayes to death in Hawaii, Sean Jones is escorted by FBI agents Neville Flynn and John Sanders on a Boeing 747-400 to testify in a trial in Los Angeles. Despite increased security for the flight, Kim arranges for a time-release crate full of venomous snakes to be placed in the cargo hold in an attempt to bring down the plane before it reaches Los Angeles International Airport (LAX). To ensure the snakes attack the passengers without being provoked, he has one of his henchmen disguised as an airport ground employee spray the passengers' leis with a special pheromone which makes the snakes highly aggressive. The crate opens midway through the flight and the snakes make their way through the cabin. A couple having sex in the bathroom, and a man using the bathroom are the first killed. The plane's captain, Sam McKeon, investigates and fixes an electrical short, but is killed by the viper that caused it. Co-pilot Rick, unaware of the snake, believes Sam has suffered a heart attack and continues toward LAX.
