Edward Bartlett Cormack (March 19, 1898 - September 26, 1942) was an American actor, playwright, screenwriter, and producer best known for his 1927 Broadway play The Racket, and for working with Howard Hughes and Cecil B. DeMille on several films.

While traveling to Nome, Alaska, Roy Glenister (Gary Cooper) meets beautiful Helen Chester (Kay Johnson), who soon becomes his sweetheart. Glenister is one of several owners of a lucrative mine called The Midas. When he arrives in Nome, he discovers that his partners, Slapjack Simms (Slim Summerville) and Joe Dextry (James Kirkwood), are in the middle of a legal dispute with three corrupt officials: United States Marshal Voorhees (Jack Holmes), Judge Stillman (Lloyd Ingraham), and a politician named Alec McNamara (William "Stage" Boyd ). They have been engaged in a racket claiming titles to various mines, ejecting the miners, and then making McNamara owner of the disputed properties.

The plot is very close to the original play and 1928 movie. Racketeer and mobster Nick Scanlon (Ryan) has managed to buy several of the local government and law-enforcement officials of a large midwestern American city. However, he can't seem to touch the incorruptible police captain Tom McQuigg (Mitchum), who refuses all attempts at bribery. The city’s prosecuting attorney, Welch (Collins), and a police detective, Turk (Conrad), are crooked and make McQuigg's job as an honest officer nearly impossible.

En route to meet his fiancée, Katherine Grant (Sylvia Sidney), Joe Wilson (Spencer Tracy) is arrested on flimsy circumstantial evidence for the kidnapping of a child. Gossip soon travels around the small town, growing more distorted through each retelling, until a mob gathers at the jail. When the resolute sheriff (Edward Ellis) refuses to give up his prisoner, the enraged townspeople burn down the building, two of them also throwing dynamite into the flames as they flee the scene. Unknown to anyone else there, the blast frees Wilson, but kills his little dog Rainbow, who had run in to comfort him in the cell.

In 48 BC, Cleopatra vies with her brother Ptolemy for control of Egypt. Pothinos (Leonard Mudie) kidnaps her and Apollodorus (Irving Pichel) and strands them in the desert. When Pothinos informs Julius Caesar that the queen has fled the country, Caesar is ready to sign an agreement with Ptolemy when Apollodorus appears, bearing a gift carpet for the Roman. When Apollodorus unrolls it, Cleopatra emerges much to Pothinos' surprise- he tries to deny who she is. However Caesar sees through the deception and Cleopatra soon beguiles Caesar with the prospect of the riches of not only Egypt, but also India. Later, when they are seemingly alone, she spots a sandal peeking out from underneath a curtain and thrusts a spear into the hidden Pothinos, foiling his assassination attempt. Caesar makes Cleopatra the sole ruler of Egypt, and begins an affair with her.

During Boys' Week at racially integrated North High School, students Steve Smith, Gus Ruffo and Billy Anderson are elected to temporarily hold the city offices of district attorney, judge and chief of police. After Jewish tailor Herman refuses to pay protection money to Louis Garrett, Garrett's gang bombs his store. Herman and the student who was with him survive the blast, but Herman is later murdered by Garrett after he again refuses to pay. Garrett is acquitted of murder charges because he has a perfect alibi. Steve, who had taken the stand during the trial, is humiliated by his experience as a witness because he failed to prove Garrett's guilt. Billy, Gus and Sam Weber decide to investigate for themselves and discover part of a cufflink at the scene of the murder. They break into Garrett's bedroom, but Garrett is tipped off by Morry Dover, a student who is competing with Steve for the affection of Gay Merrick. While at Garrett's club with Gay, Dover introduces her to Toledo, Garrett's thug. Garrett shoots Billy, killing him, and frames Gus for the murder and robbery. After the funeral, Steve blames Gay for telling Dover about the plan to break into Garrett's apartment. He gathers all the student body presidents from neighboring high schools and formulates a plan to arrest Garrett. With the help of hundreds of students, Steve captures Garrett and takes him to a local brickyard for a secret trial. In the meantime, Gay and Dover, in an attempt to redeem themselves, capture Toledo's attentions, although Gay is forced to seduce him. Garrett confesses after the students suspend him over a pit filled with rats, and the mob marches him to city hall, with the assistance of the police, to get a witnessed confession. Meanwhile, the real "big" boss of Garrett's protection racket leaves town. After eluding Toledo, Gay arrives to witness Garrett's arrest. Garrett signs the confession, Gus is released, and Steve, Gay and Dover, sit in a car she temporarily borrowed to get there, listening to a broadcast about themselves until a police officer arrests them for being in a stolen vehicle.

Thirteen women, who were sorority sisters at the all girl's college St. Alban's, all write to a clairvoyant "swami" (C. Henry Gordon) who by mail sends each a horoscope foreseeing swift doom. Jenny Wren tells H. B. Warner as Priam Andes to have some of her former lovers come to a gathering at Crestwood. Jenny Wren at the gathering tells her former lovers that she is leaving but wants money from all of them, she explains that a boy she was trifling with committed suicide. Later that night Jenny Wren is killed. A road washed out keeps everyone at Crestwood. Now Gary Curtis must find out who the murder is before the police arrive and pin it on him.
