Craven will perform his farewell concert on a Boeing 747 operated TransCon Airlines flight 619, which will be flying from Los Angeles to Toronto, and the concert is scheduled to be broadcast over the internet. The FAA has received threats that they had better allow this concert to take place. The film opens with Stanley (Judd Nelson) on his boat in the middle of Summit Lake. After speaking with his agent, Regan (Susan Gibney) over the phone, Stanley accesses a hidden room in his house revealing a young woman who is chained to the floor by her ankle. He greets the woman and calls her Kimberly (Daniella Evangelista) as he places a plate of food in front of her. When he leaves the room, Kimberly walks over to the mirror and begins to cry, unaware that Stanley is studying her on the other side. Afterwards, Stanley brings her a fresh change of clothes and instructs her to dress, before gagging her with an orange and binding her hands behind her back. He forcibly escorts her onto his boat and drives out to the middle of Summit Lake, where he ties a cement block around her ankles. Curious about her predicament, he asks Kimberly how she feels, but the terrified woman does not respond. Stanley then pushes her into the lake, but promptly pulls her back up by the hair to study her expression before letting her sink to the bottom. Later, Stanley returns home to resume working on his script using the details he had gleaned from his latest victim. The next morning, he dives to the bottom of Summit Lake to tend his "garden", which consists of several women kidnapped and drowned in a similar fashion.

The movie is about a documentary team that follows the reunion of Hard Core Logo. Joe Dick gets the band back together ostensibly for an anti-gun benefit after hearing Canadian punk rock legend Bucky Haight, and personal mentor, is shot. They begin the tour in Vancouver and travel to Edmonton, via Winnipeg. On the way the band's dark secrets are revealed. John Oxenberger loses his schizophrenia medication and slowly loses his sanity. Billy Tallent finds out that by going on tour he loses his position in mainstream rock band Jenifur and with that his one shot at stardom. The band stops by Bucky Haight's reclusive estate only to find he was never shot and that Joe Dick fabricated the lie in order to get the band together. The band and documentary crew drop acid and experience hallucinations. Bucky admonishes Joe Dick for using him to get the band together. At Edmonton, Billy Tallent finds out he has another opportunity to permanently join Jenifur. Joe Dick finds out from the film crew and later attacks Billy on stage. Joe Dick destroys Billy Tallent's Fender Stratocaster, which was a gift from Bucky Haight, and the band parts ways. Satin Records, which twenty years prior had rejected rock and roll band Eddie and the Cruisers last album A Season in Hell, launches an "Eddie Lives!" campaign to make more money from his image in a publicity stunt, despite them not believing he is alive. The record label re-releases the band's first album, which becomes an even bigger hit than it had on its first release. As seen in the first film, the "lost recordings" from Season in Hell are released and become yet another hit album. In fact, Eddie Wilson is living, and he had simply slipped away following the car crash in which he was believed killed. By that stage in his life, he simply wanted to leave music behind him. The newly generated constant spotlight surrounding his supposed death angers the reclusive rocker, by now living in Canada as a construction worker under the name Joe West.
