The movie opens with a car with a JATO rocket strapped to it. The movie then shifts to Michael Burrows, a criminal profiler for the San Francisco Police Department. Shot in documentary style, the film is ostensibly a dissertation by a film school grad that follows Michael throughout the story. Fired from the police force after his hematophobia allows a serial killer to get away, Michael wallows in a deep depression for several weeks before coming up with a way to combine his Darwin Awards obsession with his talent for profiling. He will help insurance companies detect people more likely to accidentally end their own lives, so they are not sold insurance policies. After impressing an insurance company manager with his profiling talent, Michael is paired up with Siri, a specialist in strange insurance cases.

In 1983, simultaneously one day all of the world's children under the age of nine fall into a catatonic state. For the next ten years, every child who is born, is born in a state of catatonia. During this state, the children experience seizures twice a day and seem to develop superhuman strength. By 1993, all the children wake up, hellbent on killing all adults. Things get even worse when the adults realize the children have a sort of collective brain—what one learns, they all learn. The children get smarter by the hour, first they dismantle the engines in almost every car and set up road blocks to stop the adults from escaping. Then they learn how to use firearms. The children also take the souls of the ones they kill as a part of deliverance. The adults must find a way to stop them before it's too late.

This film is about Zach Baker (Hunt) and his quest to go back through his past experiences with women so he will have the perfect date with his lifelong friend, Abbey (Graham). Abbey would be the thirteenth women he has gone out with and he hopes she will be "Lucky 13". The story revolves around Zach asking each woman what he did wrong in their relationship, so as to not make the same mistakes with Abbey. A recurring gag involves Zach throwing objects, representing his past affairs, into a lake. During the course of the film, Zach makes changes to his appearance and demeanor, trying to emulate the advice he gets from his past girlfriends—most of which is contradictory. After much soul-searching, Zach decides to ask Abbey to marry him—a proposal that she turns down in order to move to New York City and pursue her dream of being an artist. Zach eventually comes to realize that his life in the Mid-West is not so bad and he gains a new appreciation for his family and friends.

While interrogating Hart, the Germans coerce him to divulge intelligence by taking away his boots, causing his feet to become frostbitten and badly injured, and leaving him, naked, in a very cold cell. He is then transferred by train to Stalag VI-A prisoner of war camp at Hemer, Germany. While en route, a P-51 Mustang attacks (the letters POW were painted on the top of the train, but got covered by thick snow). In the peaceful Appalachian hills of eastern Kentucky, toxins are being dumped into abandoned mines, causing environmental havoc, but the locals, mindful of their jobs and the power of the mine owners, can do nothing. EPA CID agent Jack Taggart (Steven Seagal) is sent to investigate, after a fellow agent is found dead, probably not by accident. The EPA has received an anonymous letter from the town of Jackson, Kentucky, and Taggart goes there undercover to continue his colleague's investigations.
