In the 1997 general election, Tony Blair (Michael Sheen) becomes Britain's Labour prime minister. However, the Queen (Helen Mirren) is wary of Blair and his pledge to modernise Britain, despite his promises to respect the Royal Family. Three months later, Diana, Princess of Wales dies in a car crash at the Alma Bridge tunnel in Paris. Blair's director of communications, Alastair Campbell (Mark Bazeley), prepares a speech in which Diana is described as the people's princess. The phrase catches on and millions of people across London display an outpouring of grief at Buckingham and Kensington Palaces. Meanwhile, the Royal Family is still at their summer estate in Balmoral Castle. Diana's death sparks division amongst members of the family, with some of the view that since Diana was divorced from Prince Charles (Alex Jennings) a year prior to her death, she was no longer a part of the royal family. They argue that Diana's funeral arrangements are thus best left as a private affair of her noble family, the Spencers. Charles, however, argues that the mother of a future king cannot be dismissed so lightly, and persuades the Queen to authorise the use of an aircraft of the Royal Air Force to bring Diana's body back to Britain.

The film is set in the fictional County Durham mining town of Everington Village during the 1984-85 UK miners' strike, and centres on the character of 11-year-old Billy Elliot, his love of dance, and his hopes of becoming a professional ballet dancer. Billy lives with his widowed father, Jackie, and older brother, Tony, both coal miners out on strike (the latter being the union leader), and also his maternal grandmother, who probably has Alzheimer's disease and once aspired to be a professional dancer. Billy's mother, Jenny, died on 2 December 1983, aged 38.

David Stephens (Christopher Eccleston), a chartered accountant, Juliet Miller (Kerry Fox), a physician, and Alex Law (Ewan McGregor), a journalist, share a flat in Edinburgh. Needing a new flatmate, they interview several applicants in a calculatedly cruel manner to amuse themselves at the applicants' distress before finally offering the room to the mysterious Hugo (Keith Allen). Shortly after Hugo moves in, the trio find him dead in his room, with a large suitcase full of money. They agree to keep Hugo's death a secret and keep the money for themselves. They agree to bury the body in the woods after removing the hands and feet to prevent identification should it be found. They draw lots and David is given the gruesome and traumatising task of dismembering the corpse, with Juliet disposing of the parts in her hospital's incinerator.
