Five years after leaving Los Angeles, Dominic Toretto and his new crew, consisting of his girlfriend Letty, Tego Leo, Rico Santos, Cara Mirtha, and Han Seoul-Oh, are hijacking fuel tankers in the Dominican Republic. Dominic begins to suspect that the police are hot on their trail, after Han informs him that one of his garages have been raided, forcing the crew to disband and go their separate ways. Realizing that he must move, he packs his things in the middle of the night and leaves Letty behind in order to protect her from harm.

An NSA mission to collect intel on Anarchy 99, a mercenary group made up of former Russian soldiers goes awry when the agent's identity is discovered by the group. NSA Agent Augustus Gibbons, overseeing the operation to get any intel on the group's plans for the biochemical weapon named "Silent Night" that has been missing since the fall of the Soviet Union, believes the only way to get close is to recruit an agent that would not have any ties to the United States government. He selects Xander Cage, also known as X, an extreme sports professional and host of his own television show who is outspoken against the government and was recently captured by the FBI for stealing and destroying a prominent California senator's car as an act of protest. Gibbons puts Cage through two tests - stopping a staged diner robbery, and escaping from a drug cartel's plantation in Colombia - and offers Cage the mission. Cage reluctantly agrees when Gibbons offers to wipe his criminal record away.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. When Vice Admiral Jim Greer (Jones) is stricken with terminal cancer, Jack Ryan (Ford) is appointed Deputy Director of Intelligence and is asked to go before the U.S. Congress to request increased funding for ongoing (CIA) operations in Colombia.

On docks outside Los Angeles, a semi-truck is loaded with electronics, but a corrupted dock worker informs an unknown person about the truck shipment. During the night, while the truck drives on the interstate, it is approached by three heavily modified black Honda Civics with green underglow. Dr. Richard Kimble, a prominent Chicago vascular surgeon, arrives home to find his wife Helen fatally wounded by a one-armed man. Kimble struggles with the killer but he escapes. Kimble escapes the collision and flees. Deputy U.S. Marshal Samuel Gerard and his colleagues Renfro, Biggs, Newman and Poole arrive at the crash site and begin the search for Kimble. Kimble sneaks into a hospital to treat his wounds and alter his appearance. He eludes the authorities, but Gerard corners him at the edge of a storm drain over a dam. Kimble leaps into the raging water and escapes.

The film begins in late 1999. Tetraplegic forensics expert Lincoln Rhyme (Denzel Washington) and a patrol cop, Amelia Donaghy (Angelina Jolie), team up to solve a string of murders all connected to a serial killer by his signature: a single shard of bone is removed from each of the victims. Rhyme was paralyzed from the neck down in an earlier accident and is bed-bound and completely reliant on machines and his nurse Thelma (Queen Latifah) to function. He communicates with Amelia via headset as she examines the various crime scenes and collects evidence and reports back to him.

A bomb detonates in the plaza of the Colombian Consulate building in Los Angeles, killing nine people, including a caravan of Colombian officials and American intelligence agents. Among the civilians killed are the wife and son of LAFD firefighter, Captain Gordon "Gordy" Brewer, who was injured in the explosion. A tape is sent to the U.S. State Department, in which a masked man calling himself "El Lobo" (The Wolf) claims responsibility, explaining it was in retaliation for the oppression of Colombia by the United States. The FBI believes El Lobo is a Colombian terrorist named Claudio Perrini. CIA Special Agent Peter Brandt, the Colombia Station Chief, is harshly reprimanded for the incident by a Senate Oversight Committee, who promptly terminate all CIA operations in Colombia. Brandt angrily returns to Mompós and meets with his paramilitary allies to plan a major offensive to take down Claudio.

In 1978 Azusa, California, Rocky Dennis (Eric Stoltz), who suffers from a skull deformity, is accepted without question by his freewheeling biker mother's boyfriends, his "extended motorcycle family," and his maternal grandparents, who share his love of baseball card collecting; but is treated with fear, pity, awkwardness, and teasing by those unaware of his humanity, humor, and intelligence. In 1898, Sir Robert Beaumont (Tom Wilkinson), the primary financier of a railroad project in Tsavo, Kenya, is furious because the project is running behind schedule. He seeks out the expertise of John Henry Patterson (Val Kilmer), an Irish military engineer, to get the project back on track. Patterson travels from England to Tsavo, telling his wife, Helena, he will complete the project and be back in London for the birth of their son. He meets supervisors Angus Starling (Brian McCardie) and Samuel (John Kani), (the film's narrator), and the doctor, David Hawthorne (Bernard Hill). Hawthorne tells Patterson of a recent lion attack.
