The story focuses on four 19-year-old friends, Joanne (Emma Roberts), Cassandra (Tamsin Egerton), Shannon (Ophelia Lovibond) and Kerrys (Shanika Warren-Markland). They all meet one other at a diner, where they see Dillon (Adam Deacon) and Smoothy (Ashley Thomas). Unbeknownst to Dillon, Shannon has a crush on him. Bex is the leader of the West Ham United football firm, that travels up and down the country to fight other firms. Dom is a normal teenage lad who hangs around with his mates, and one night they go to a nightclub, where his friend Tel walks into Bex. After the two share words, Bex headbutts Tel in the face. The morning after, Tel tells Dom that Bex is after them. The two then go to the local pub, the Lord Nelson, where the firm hangs out. There, Dom apologises for the two of them. Bex compliments Dom's courage, saying that he has a lot of guts to walk in and face him. Dom later finds out where Bex works and goes to visit him. They become acquaintances, visiting a sports shop where Bex purchases a pair of Adidas Trimmstarr trainers. He then asks Dom if he wants to play in his football team. Dom accepts. Dom asks his Dad for money to buy the same pair of trainers.

The film is narrated by Frankie (Dyer), a young everyman living in South East London during the Thatcher era of the 1980s, with little hope of ever making anything of himself, yet he dreams of "being somebody" and escaping his lonely, dreary lifestyle. The story follows former football hooligan Ray Knight (Steven Mackintosh), a normal everyday family man who works as a security guard at a financial trading company in Canary Wharf, the symbol of corporate wealth which looms high over the impoverished communities below. Newfound social responsibilities are trampled underfoot when Ray's racist past is revived amid tensions between Whites and Asians jostling for position on the council housing list. The film begins with a small IRA team, including Martin Fallon (Mickey Rourke) and Liam Docherty (Liam Neeson), watching as two British Army Land Rovers approach the roadside bomb they have set for them. At the last minute, a school bus overtakes the army vehicles and detonates the bomb as it passes, killing the children. After most of the team escape the scene pursued by the soldiers, Fallon travels to London in a bid to escape the past. In London, he is approached by a contact who asks him to take on one last job on behalf of local gangster Jack Meehan (Alan Bates) and his brother Billy Meehan (Christopher Fulford). They offer Fallon money, a passport and passage to the US if he kills a rival gangster. Initially reluctant, he nonetheless takes on the job. However, as he is carrying out the hit in a graveyard, he is seen and confronted by the local Catholic priest, Father Michael Da Costa (Bob Hoskins). The confrontation is watched from a distance by Billy Meehan, who tells his brother there is a witness to the killing.
