After an increasing number of his clients fail to make good on their payments, Mr. Thigo (Curtis '50 Cent' Jackson) decides to take matters into his own hands, travelling to London to make an example of debtor Nick (Tamer Hassan). Thigo gives Nick just 24 hours to pay back the £100,000 he owes, and, just to make sure, Thigo holds Nick's wheelchair-using mother (Brenda Blethyn) hostage. Since Nick is already financially challenged, he is forced to be creative in order to come up with the money. The film begins by exploring stories involving a number of different characters who live in and around London, all of whom have experiences which lead them to believe that justice in the country is not being handed out fairly. These characters include white-collar worker Gene Dekker (Danny Dyer), who is violently beaten by yobs without any reason on the way to his wedding. Danny Bryant (Sean Bean) is a paratrooper who has seen action in the Falklands, Afghanistan and Iraq and who arrives back from abroad to find his wife with someone else, and also believes that the state of the country is worse than the war-torn places he has recently served in. Crown Court prosecution barrister Cedric Munroe (Lennie James) receives death threats towards his pregnant wife, being told they will only be safe if he pulls out of the case against club owner and heroin dealer Terry Manning (Rob Fry), a boss of the criminal underworld, who Munroe is currently prosecuting. Picking up two or three years after where the original left off, narcotics officer Jimmy "Popeye" Doyle (Gene Hackman) is still searching for elusive drug kingpin Alain Charnier (Fernando Rey). Orders from his superiors send Doyle to Marseilles, France, to track down the criminal mastermind and bust his drug ring. Once in France, Doyle is met by Inspector Henri Barthélémy (Bernard Fresson), who resents his rude and crude crimefighting demeanor. Doyle then begins to find himself as a fish out of water in France, where he is matched with a language he cannot understand. Doyle is shown round the police station where he finds his desk is situated directly outside the toilets. He tells Barthélémy that he is not satisfied with this positioning and hopes it is not a joke at his expense. Barthélémy informs Doyle that he has read his personnel file and is aware of his reputation and especially hopes he has not brought a gun with him as it is strictly forbidden in France for visiting police officers from other countries to carry firearms.
