In 1905 Kansas, Oscar Diggs works as a magician in a traveling circus. An inveterate womanizer, Oscar flirts with the circus strongman's wife, and the strongman threatens him. Oscar escapes in a hot air balloon, but is sucked into a tornado that takes him to the Land of Oz. There, he encounters a kind and naive witch, Theodora. She believes him to be a wizard prophesied to destroy the Wicked Witch who killed the King of Oz and take his place; the idea of being an immensely wealthy monarch makes him immediately accept. En route to the Emerald City, Theodora falls in love with Oscar, though he does not reciprocate her feelings. They encounter the flying monkey Finley, who pledges a life debt to Oscar when he saves him from a lion. Oscar reveals his deception to Finley along the way, forcing him to help maintain the lie that he is the 'Wizard', much to Finley's irritation.

Two years following their success in the 21 Jump Street program, Schmidt (Jonah Hill) and Jenko (Channing Tatum) are back on the streets chasing narcotics. However, after failing in the pursuit of a group of drug dealers led by Ghost (Peter Stormare), Deputy Chief Hardy (Nick Offerman) puts the duo back on the program to work for Captain Dickson (Ice Cube) – now located across the street at 22 Jump Street. Dean Corso (Johnny Depp), a New York City rare book dealer, makes his living conning people into selling him valuable antique books for a low price, and then selling them for profit. He meets with wealthy book collector Boris Balkan (Frank Langella), who has recently acquired a copy of The Nine Gates of the Kingdom of Shadows by 17th-century author Aristide Torchia, one of only three copies known to exist. According to legend, the book is Torchia's adaptation of an older book written by the Devil himself and purportedly contains the means to ritualistically summon the Devil and, through him, acquire invincibility and immortality. Balkan believes two of the copies are forgeries. He hires Corso to authenticate all three copies, and acquire the legitimate copy by any means necessary.
