In Edwardian London, 1910, Cockney one-man band Bert is entertaining a crowd when he senses a change in the wind. Afterwards, he directly addresses the audience and gives them a tour of Cherry Tree Lane, stopping outside the home of the Banks'. George Banks returns home from his job at the bank to learn from his wife Winifred that their hired nanny, Katie Nanna, has left their service after his children, Jane and Michael, ran away again. They are returned shortly after by the local constable, who reveals that the children were dragged away by their kite. The children ask their father to help build a better kite, but he dismisses them. Taking it upon himself to hire a nanny, George advertises for a stern, no-nonsense nanny. Jane and Michael present their own advertisement for a kinder, sweeter nanny, but George rips up the letter and throws the scraps in the fireplace, which magically float up and out into the air.

In 1968, Jim Douglas is a down-on-his luck racing driver, reduced to competing in demolition derby races against drivers half his age. Jim lives in an old fire house overlooking San Francisco Bay with his friend and mechanic, Tennessee Steinmetz, a jolly Brooklynite who constantly extols the virtues of spiritual enlightenment, having spent time amongst Buddhist monks in Tibet, and builds "art" from car parts. After yet another race ends in a crash (and Tennessee turns his Edsel into a sculpture), Jim finds himself without a car and heads into town in search of some cheap wheels. He is enticed into an upmarket European car showroom after setting eyes on an attractive sales assistant, Carole Bennett. Jim witnesses the dealership's British owner, Peter Thorndyke, being unnecessarily abusive towards a white Volkswagen Beetle that rolls into the showroom, and defends the car's honor, much to Thorndyke's displeasure. The following morning Jim is shocked to find that the car is parked outside his house and that Thorndyke is pressing charges for grand theft. A heated argument between Jim and Thorndyke is settled when Carole persuades Thorndyke to drop the charges if Jim buys the car on a system of monthly payments.

Ruthless real estate magnate Alonzo Hawk (Keenan Wynn) is pursuing his newest indoor shopping center, the 130-story Hawk Plaza. Professor Brainard (pronounced BRAY-nerd) is an absent-minded professor of physical chemistry at Medfield College who invents a substance that gains energy when it strikes a hard surface. This discovery follows some blackboard scribbling in which he reverses a sign in the equation for enthalpy to energy plus pressure times volume. Brainard names his discovery Flubber, which is a portmanteau of "flying rubber." In the excitement of his discovery, he misses his own wedding to Betsy Carlisle, not for the first time. Subplots include another professor wooing the disappointed Miss Carlisle, Biff Hawk's ineligibility for basketball due to failing Brainard's class, Alonzo Hawk's schemes to gain wealth by means of Flubber, the school's financial difficulties and debt to Mr. Hawk, and Brainard's attempts to interest the government and military in uses for Flubber.

The three Rawlins children, Charlie, Carrie, and Paul are evacuated from London during The Blitz to the remote village of Pepperinge Eye. They are placed in the reluctant care of Miss Eglantine Price, a reclusive woman who agrees to the arrangement temporarily. Although she initially rejects an offer by Joe Backett to become his business partner at the Neptune swimming suit design company, aquatic ballet dancer Eve Barrett changes her mind when she considers the publicity potential of the job. One day, Joe learns that a South American polo team will be playing a big match in town, and he and Eve begin planning a swimming spectacle for the event. Eve tells her man-crazy sister and roommate Betty about the South American team, and Betty immediately seizes upon the idea of finding herself a date among the players. Meanwhile, Jose O'Rourke, the handsome playboy captain of the polo team, seeks relief for his injured arm from Jack Spratt, a bumbling masseur, who complains to Jose about his lack of success with women. An unidentified flying object makes an emergency landing on Earth and is taken into custody by the United States government. The occupant of the "flying saucer" turns out to be a strange cat-like alien named Zunar-J-5/9 Doric-4-7. Since the Mother Ship cannot send a rescue party before it leaves the solar system, the cat sets about investigating how to repair the ship himself. Using a special collar that amplifies telekinetic and telepathic abilities, he follows the military to the Energy Research Laboratory (or E.R.L.), where they hope to learn how the UFO's power source works. One of the lab's scientists, Dr. Frank Wilson, attracts the cat's attention when his theory on the power source, while ridiculed by the rest of the staff, is actually on the right track.
