Mick O'Brien (Sean Penn) is a 16-year-old Irish-American hoodlum from Chicago. While most of Mick's crimes involve snatching purses, vandalism, and getting into brawls, he aspires for bigger and meaner things, which leads him to attempt ripping off a rival, Paco Moreno (Esai Morales). Everything goes wrong: Mick's partner and best friend Carl (Alan Ruck) is killed, and Mick, while trying to escape the police, accidentally runs over and kills an eight-year-old boy who happens to be Paco's brother. Mick is sent to the Rainford Juvenile Correctional Facility rather than a state prison for adults. Most of the wardens and counselors seem to have lowered themselves to the role of zookeepers. The only exception of Ramon Herrera (Reni Santoni), a former gang member who talks tough to the inmates, but holds out hope for some of them, especially Mick.

A down on his luck, former Green Beret captain (Carradine), freshly discharged from the Vietnam War, drifts into Drury, Kansas. There he finds a derelict merry-go-round that he decides to restore. "The symbolism of a man wanting to build something joyful after being part of the carnage and destruction of war," surmised film critic, Charles Champlin. The people of the town have mixed reactions: some support his efforts while others hinder them. Among his supporters are two local business men: a hardware store owner, played by Barbara Hershey's father, Arnold Herzstein, and Mike, a gas station proprietor played by Michael Greene, who had guest-starred on two episodes of Carradine's television series, Kung Fu. The film is set on Interstate 5 in California on the day of July 4, 24 hours before the summer vacation will officially commence. From the beginning, California Highway Patrol sergeant Sam Marcum (Robert Conrad) announces in a voice-over that a 39 car smash-up will be the cause of 62 injured people and fourteen deaths. A selection of the people involved are followed up to 48 hours preceding the accident. Other than Sam, who is chasing the murderer of his colleague on the highway, the film focuses on the elderly couple Al and June Pearson (Buddy Ebsen and Harriet Nelson), who are setting out to a beach resort to forget the fact that June is suffering from a terminal disease. Meanwhile, a woman named Erica (Vera Miles) is troubled by a gang of bikers including rebellious Burnsey (Sue Lyon), when she is rescued by young Dale (David Groh). In other sub-plots, Lee Bassett (Scott Jacoby) becomes a murder suspect when he is forced to pick up a young couple on the run, Penny and Pete (Bonnie Ebsen and George O'Hanlon, Jr.). Laureen (Donna Mills), a nurse with feelings for Sam, struggles with doubts of marrying him. Barbara Hutton (Sian Barbara Allen), a young mother, is panicked when she finds her husband Jimmy (Tommy Lee Jones), an officer, shot. All these stories come together when a massive car crash changes their lives for good.
