After allowing fugitive Dominic Toretto (Vin Diesel) to evade arrest, former LAPD officer Brian O'Conner (Paul Walker) finds himself on the run from the FBI and leaves Los Angeles to start a new life. He travels across the U.S. in a red Mitsubishi GTO, entering various drag races and winning large amounts of money. The FBI issues a country-wide manhunt against Brian and one day, the police locate him and repossess his car, forcing him to leave on foot. In 1821, Don Diego De La Vega (Anthony Hopkins) fights against the Spanish in the Mexican War of Independence as Zorro, a mysterious swordsman who defends the Mexican peasants and commoners of Las Californias. Don Rafael Montero (Stuart Wilson), the governor of the region, learns of De La Vega's alter ego, and attempts to arrest him. De La Vega's wife is killed during the scuffle. Montero imprisons De La Vega and takes his infant daughter, Eléna, as his own. Twenty years later Montero returns to California as a civilian, alongside Eléna (Catherine Zeta Jones), who has grown into a beautiful woman. Montero's reappearance coincides with De La Vega's escape from prison. He encounters a thief, Alejandro Murrieta (Antonio Banderas), who, as a child, once did Zorro a favor. De La Vega decides that fate has brought them together, and agrees to make Alejandro his protégé, grooming him to be the new Zorro. Murrieta agrees to undergo De La Vega's training regimen in order to be able to take revenge on Captain Harrison Love (Matt Letscher), Montero's right-hand man, who was responsible for killing Murrieta's brother, Joaquin.

The film revolves around former FBI secretary Erin Grant, who loses custody of her young daughter Angela to her ex-husband Darrell. In order to afford an appeal, Erin becomes a stripper at the Eager Beaver, a Miami strip club. A Congressman named David Dilbeck visits the club and immediately begins to adore Erin. Aware of Dilbeck's embarrassing indulgences, another Eager Beaver patron approaches Erin with a plan to manipulate the Congressman to settle the custody dispute in Erin's favor. However, Dilbeck has powerful business connections who want to ensure he remains in office. Consequently, those who can embarrass him in an election are murdered. Meanwhile, Erin retrieves her daughter from her negligent husband.

The film follows the events leading up to the capture of Geronimo in 1886. The Apache Indians have reluctantly agreed to settle on a U.S. government approved reservation. Not all the Apaches are able to adapt to the life of corn farmers, and one in particular, Geronimo, is restless. Pushed over the edge by broken promises and unnecessary actions by the government, Geronimo and 30 other warriors form an attack team which humiliates the government by evading capture, while reclaiming what is rightfully theirs. The plot centers upon Charles Gatewood (Jason Patric), the U.S. cavalry lieutenant charged with capturing the elusive Apache leader with the assistance of a scout leader Al Sieber (Robert Duvall) and a young graduate Britton Davis (Matt Damon). Gatewood is torn by a grudging respect for Geronimo and his people, and his duty to his country. But then all the white men in the film have respect for Geronimo, even as they are trying to hunt him down and kill him. Brigadier General George Crook (Gene Hackman), charged with overseeing the forced settlement of the Apaches on reservations has nothing but admiration for Geronimo. Geronimo surrenders to Crook but later escapes taking half the reservation with him. Gatewood Sieber Davis and a group of soilders are out to capture Geronimo. Crook later resigns from the army and is later replaced by General Nelson Miles. The next day Gatewood Sieber Davis and apache Chato come across some slaughtered Indians. then they stop at a bar but there are bounty hunters there and they threaten to kill Chato for money which results in a shootout in which Sieber is shot and mortally wounded. Gatewood Davis and Chato carry on to Capture Geronimo. Geronimo makes peace with Gatewood and surrenders along with the other apache to General Miles. Gatewood is transferred to a remote Garrison in North Wyoming while Davis resigns from the army.
