In the beginning of the 21st century, the polar ice caps melted and the sea level rose to cover every continent on Earth. Surviving humans were scattered across the ocean on ramshackle floating communities known as atolls, mostly built from scrap metal and decrepit sea vessels. Over time, the survivors eventually forget that they ever lived on firm ground, adapting a mythological place named "Dryland" somewhere in the ocean., 1h34

The protagonists are two freewheeling hippies: Wyatt (Fonda), nicknamed "Captain America", and Billy (Hopper). Fonda and Hopper said that these characters' names refer to Wyatt Earp and Billy the Kid. Wyatt dresses in American flag-adorned leather (with an Office of the Secretary of Defense Identification Badge affixed to it), while Billy dresses in Native American-style buckskin pants and shirts and a bushman hat. The former is appreciative of help and of others, while the latter is often hostile and leery of outsiders., 1h29

Set in Tulsa, Oklahoma, the film begins in a diner called Bennys Billiards, where local tough guy Rusty James is told by Midget that rival group leader Biff Wilcox wants to meet him that night in an abandoned garage lot for a fight. Accepting the challenge, Rusty James then talks with his friends — the wily Smokey, loyal B.J., and nerdy Steve - who all have a different take on the forthcoming fight. Steve mentions that Rusty James' older brother, "The Motorcycle Boy," would not be pleased with the fight as he had previously created a truce forbidding gang fights, or "rumbles." Rusty James dismisses him, saying that Motorcycle Boy (whose real name is never revealed) has been gone for two months, leaving without explanation or promise of return., 1h29

In 1848, after the end of the Mexican–American War and with the advent of California statehood, an American gunslinger named Hatfield Carnes (Dennis Hopper) kills a Mexican man in California. He is arrested for the murder by Jim Ellison (Patrick Wayne), a former United States marine and now sheriff with neither a gun nor a badge. Appointed by prominent local businessman and politico Don Roberto de la Madrid (Roberto De La Madrid), Ellison has designs on de la Madrid's spoiled daughter, Elena (Yvonne Craig). By the book Judge Millard Isham (Dan O'Herlihy) arrives in town with Deputy Marshal Ben Stroud (Cliff Ketchum) to conduct the trial. Wanted tough guy Lee Hearn (Ken Curtis) has problems of his own with the law, but is willing to help Ellison as a deputy. Carnes is then placed on trial in the new Mexican Cession territory with the Hispanic populace waiting to learn if American justice will convict Carnes.
