In Edwardian London, 1910, Cockney one-man band Bert is entertaining a crowd when he senses a change in the wind. Afterwards, he directly addresses the audience and gives them a tour of Cherry Tree Lane, stopping outside the home of the Banks'. George Banks returns home from his job at the bank to learn from his wife Winifred that their hired nanny, Katie Nanna, has left their service after his children, Jane and Michael, ran away again. They are returned shortly after by the local constable, who reveals that the children were dragged away by their kite. The children ask their father to help build a better kite, but he dismisses them. Taking it upon himself to hire a nanny, George advertises for a stern, no-nonsense nanny. Jane and Michael present their own advertisement for a kinder, sweeter nanny, but George rips up the letter and throws the scraps in the fireplace, which magically float up and out into the air.

In 1968, Jim Douglas is a down-on-his luck racing driver, reduced to competing in demolition derby races against drivers half his age. Jim lives in an old fire house overlooking San Francisco Bay with his friend and mechanic, Tennessee Steinmetz, a jolly Brooklynite who constantly extols the virtues of spiritual enlightenment, having spent time amongst Buddhist monks in Tibet, and builds "art" from car parts. After yet another race ends in a crash (and Tennessee turns his Edsel into a sculpture), Jim finds himself without a car and heads into town in search of some cheap wheels. He is enticed into an upmarket European car showroom after setting eyes on an attractive sales assistant, Carole Bennett. Jim witnesses the dealership's British owner, Peter Thorndyke, being unnecessarily abusive towards a white Volkswagen Beetle that rolls into the showroom, and defends the car's honor, much to Thorndyke's displeasure. The following morning Jim is shocked to find that the car is parked outside his house and that Thorndyke is pressing charges for grand theft. A heated argument between Jim and Thorndyke is settled when Carole persuades Thorndyke to drop the charges if Jim buys the car on a system of monthly payments.

Professor Brainard (pronounced BRAY-nerd) is an absent-minded professor of physical chemistry at Medfield College who invents a substance that gains energy when it strikes a hard surface. This discovery follows some blackboard scribbling in which he reverses a sign in the equation for enthalpy to energy plus pressure times volume. Brainard names his discovery Flubber, which is a portmanteau of "flying rubber." In the excitement of his discovery, he misses his own wedding to Betsy Carlisle, not for the first time. Subplots include another professor wooing the disappointed Miss Carlisle, Biff Hawk's ineligibility for basketball due to failing Brainard's class, Alonzo Hawk's schemes to gain wealth by means of Flubber, the school's financial difficulties and debt to Mr. Hawk, and Brainard's attempts to interest the government and military in uses for Flubber.

George Eastman (Montgomery Clift), the poor nephew of rich industrialist Charles Eastman (Herbert Heyes), arrives in town following a chance encounter with his uncle while working as a bellhop in a Chicago hotel. In early 1950s southern California, Dr. Clayton Forrester (Gene Barry), a scientist who had worked on the Manhattan Project, is fishing with colleagues when a large object crashes near the town of Linda Rosa. At the impact site, he meets Sylvia Van Buren (Ann Robinson) and her uncle, Pastor Matthew Collins (Lewis Martin). Van Buren was told that the meteorite came down at a low angle, while Forrester observes it appears far lighter than normal for its massive size. His Geiger counter also detects it is slightly radioactive, but the object is still too hot to examine closely. Unable to account for these anomalies, Forrester is intrigued and decides to wait in town overnight for the object to cool down.
