The film is set in the late 1930s, during the Second Sino-Japanese War. In the first scene, Lieutenant Kurokawa scourges, rapes and disembowels Chinese people during the war. Later, he returns home as a war hero, but with a horribly mutilated body. He is alive but reduced to a torso (no limbs), deaf and mute, with burns covering half of his face, but with three medals on his chest. Despite his condition, he is still constantly eager for sex, which he performs acrobatically with his wife. The sexual acts are rough and are imposed on his wife, who is repelled by him, but who nevertheless feels a duty to take care of him. The film also depicts a disabled veteran Kurokawa, who commits suicide by dragging himself into a pond outside his home.

The writer and college professor, Alexandre Fayard, researches and gives lectures about the gruesome literary work of the mysterious Japanese writer Shundei Oe, considered by him to be the master of manipulation. In his underground detective novels, evil always prevails and Shundei Oe has never allowed anyone to see his face. His only image available is a frightening picture on the back of his best-sellers. Alex travels to Kyoto to promote his successful detective story that follows the same style of the Shundei Oe but with a positive message instead. He meets with his publisher, Ken Honda, from the publishing house Hakubunkan, and a geisha who knew the writer. Endless warfare and environmental pollution have resulted in the frequent appearance of monsters. The Earth Defense Force (EDF) is established. Mutant humans with extraordinary physical capabilities are discovered and are organized into an EDF troop called the M-Organization. Their main opponent is Godzilla, first sighted in 1954. After repeated battles, Godzilla is captured in a crevasse at the South Pole and buried under an avalanche of ice. The EDF ship Gotengo, commanded by Captain Gordon, battles and destroys Manda but in the process, the ship is wrecked and Gordon is dismissed from the EDF. At M headquarters, mutants Ozaki and Kazama spar before their next mission.
