Lyon Gaultier is a paratrooper in the French Foreign Legion, stationed in Djibouti, North Africa. Former Green Beret Louis Stevens (Mark Dacascos) returns to his hometown of Miami after completing military service in Brazil, only to learn that his old high school has become a haven for gangs and drug dealers. After Stevens uses his Capoeira skills to kick several drug dealers off the school property, Mr. Kerrigan (Geoffrey Lewis), one of Stevens' old teachers, sees the impact that Stevens has on the students. Kerrigan gives him the task of teaching Capoeira to a handful of the worst at-risk students at the school, giving Stevens an abandoned fire station as their practice area. While doing so, Stevens earns the ire of the local drug lord, Silverio (Paco Christian Prieto), whose younger cousin, Orlando (Richard Coca), is one of Stevens' students. Silverio is also a master of Capoeira, and he engages Stevens in combat, beating him viciously. The horrified Orlando resolves to learn everything he can from Stevens. Stevens' class learns quickly, and they become very skilled at Capoeira. The principal, delighted, proposes a district-wide Capoeira program to the school board. In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.
