Durant la domination japonaise de la Corée, Yu Gwan-sun (Go Ah-seong) est emprisonnée pour avoir participé à l'organisation du mouvement du 1er Mars 1919, une manifestation pacifique pour l’indépendance de la Corée. Inébranlable, elle convainc ses codétenus de résister au Japon. Le chef de la sécurité japonaise repère ce mouvement de résistance et incite une détenue à enquêter pour savoir qui se cache derrière. Yu Gwan-sun est découverte et torturée. Elle fait ensuite semblant d'obéir aux Japonais tout en planifiant secrètement l'organisation d'une autre manifestation pour l'indépendance. Ce mouvement se propage à l'extérieur de la prison et Yu est à nouveau soumise à la torture. Finalement libérée, elle meurt deux jours plus tard à l'âge de dix-sept ans.

Jin-hee (Kim Sae-ron) is a 9-year-old girl whose father leaves her at an orphanage after remarrying. Before leaving her at the orphanage, her father buys her new clothes and a cake to convince her that she is going on a trip. (This coincides with the Korean title, which literally means "traveler" or "tourist") In the orphanage she tries to come to grips with the abandonment by her parents and insecurities about a possible adoption. She gradually makes friendships, although she retains the belief throughout most of the movie that her father will return to take her back, and struggles (sometimes violently) not to adjust to her surroundings. In the end, Jin-hee is adopted by French parents who are eagerly waiting for her at an airport to meet their new child.

Sang-woo, the leader of college rock band Active Volcano, dies and sets up a reunion for Gi-yeong and the other members of the group. In late 2000, an American military pathologist commands a reluctant Korean assistant to violate protocol by dumping over 200 bottles of formaldehyde down a drain leading into the Han River. Over the next few years, there are sightings of a strange amphibious creature in the waterway, and the fish in the Han River are dying off because of water pollution. A suicidal businessman, just before jumping off a bridge into the river, sees something dark moving under the surface of the water.
