H. Cooper Cliffe (19 July 1862 - 1 May 1939) was a British stage and screen actor a member of a distinguished family of English actors, his father was Clifford Cooper, mother Agnes Kemble, and his brother was Frank Kemble Cooper. Frank's daughter Violet was a niece. His wife was Alice Belmore. Had illustrious career on stage in classical roles. Late in life began appearing in silent motion pictures during the WW1 years.

The Duke of Chartres is in love with Princess Henriette, but she seemingly wants nothing to do with him. Eventually he grows tired of her insults and flees to England when Louis XV insists that the two marry. He goes undercover as Monsieur Beaucaire, the barber of the French Ambassador, and finds that he enjoys the freedom of a commoner’s life. After catching the Duke of Winterset cheating at cards, he forces him to introduce him as a nobleman to Lady Mary, with whom he has become infatuated. When Lady Mary is led to believe that the Duke of Chartres is merely a barber she loses interest in him. She eventually learns that he is a nobleman after all and tries to win him back, but the Duke of Chartres opts to return to France and Princess Henriette who now returns his affection.

As described in a film magazine, A. J. Raffles (Barrymore), a highly educated crook with entree to the best social circles, steals for the love of it and the thrill of the chase, enjoying outwitting the police and amateur detectives. An international swindler who has possession of a priceless ruby takes passage on a steamship and Raffles does likewise. Miles from land, Raffles determines that the swindler has hidden the gem in a cavity in his shoe. After getting the ruby, Raffles empties a cartridge from his revolver and substitutes the ruby in its place. There is an outcry over the theft, and on searching Raffles a ship's officer takes the gun and removes all of the cartridges. Raffles grabs the cartridges and places them in his mouth and then jumps overboard, swimming to land. During his escape he was seen by Mrs. Vidal (Mayo), an English society woman. Raffles reappears in London, mixing with the upper class, where he is recognized by Mrs. Vidal. She falls in love with him, and attempts to force him to love her by threatening to tell of his past theft. Raffles, who is in love with Gwendolyn (Adams), defies her. The famous jewels of Lady Melrose (Brundage) disappear while Raffles is a guest of the house. Mrs. Vidal immediately suspects that Raffles is the thief and again threatens to expose him, but he laughs at her. Captain Bedford (Perry), an amateur detective, declares that he will find the thief responsible for the Melrose robbery and even makes a bet with Raffles that the thief will be arrested. Bedford is sure that Raffles is the thief. Raffles then uses some ingenious methods to get the Melrose jewelry out of his possession, but still have them at his disposal when needed. Finally, but not until after he looses the bet, Bedford proves that Raffles is the thief and Raffles shows that he took them only to prevent a professional thief from stealing them.

The story takes place in Czarist Russia and concerns an anti-Semitic police commissioner, or Prefect, Count Orzoff(Cliffe) and a woman Nadia(Barrymore) who has spurned his amorous attentions . The commissioner seeks revenge against Nadia by killing her father(W. L. Abingdon). Orzoff becomes governor and Nadia plots revenge against him and is aided by a group of Jews who are also scheming against Orzoff. In further plot twists Nadia becomes romantic with Orzoff's son Sergius(Robert Elliott) and in a bit of payback stabs Sergius in retribution for her father's murder. Sergius is only wounded and Nadia thinking she has killed him tries to commit suicide but Commissioner Orzof's guards stop her. For the rescue of his son, Nadia somehow gets Count Orzoff to sign papers admitting to persecuting Russian Jews. Nadia is in Orzoff's mansion completing the deal, when that group of Jews set fire to the house killing Nadia, Orzoff and Sergius.
