In 1974, Raggedy Ann is the beloved doll of Marcella, along with her brother Raggedy Andy and a whole nursery full of colorful toys. Whenever Marcella leaves the room, the dolls come to life. On Marcella's seventh birthday, a new doll named Babette, arrives from Paris, France to New Hampshire. Babette is a spoiled girl who is unaware she is a doll, but the friendly Raggedy Ann does everything she can to make Babette feel at home. Soon, however, the Captain Contagious, who lives in Marcella's snow globe, becomes smitten with Babette and kidnaps her. Raggedy Ann and Andy set off to try to rescue her before Marcella discovers Babette is gone. Out in the world outside the nursery, the two meet the Camel with the Wrinkled Knees, a blue toy camel who has been cast off by past owners and is now heartbroken and lonely. Raggedy Ann assures him a home with Marcella, and he joins their rescue party.

In Edwardian London, 1910, Cockney one-man band Bert is entertaining a crowd when he senses a change in the wind. Afterwards, he directly addresses the audience and gives them a tour of Cherry Tree Lane, stopping outside the home of the Banks'. George Banks returns home from his job at the bank to learn from his wife Winifred that their hired nanny, Katie Nanna, has left their service after his children, Jane and Michael, ran away again. They are returned shortly after by the local constable, who reveals that the children were dragged away by their kite. The children ask their father to help build a better kite, but he dismisses them. Taking it upon himself to hire a nanny, George advertises for a stern, no-nonsense nanny. Jane and Michael present their own advertisement for a kinder, sweeter nanny, but George rips up the letter and throws the scraps in the fireplace, which magically float up and out into the air.

The story is set in 1895 France and takes place predominantly in Paris. However, it begins on a farm in rural Provence. The lovely housecat Mewsette and the accomplished but shy mouser Jaune Tom are in love ("Mewsette"), but the former is frustrated with his plebeian ways (and those of the farm), to the point of calling him a "clumsy country clod". Inspired by the human Jeanette's stories of glamour and sophistication in Paris ("Take My Hand, Paree"), Mewsette runs away by taking a train to the big city ("Roses Red, Violets Blue"), where she encounters the slick con-cat Meowrice (Paul Frees). Taking advantage of the country kitty's naivete, he puts her in the care of the sultry Madame Henretta Reubens-Chatte, who promises to turn Mewsette into a dainty debutante known as "The Belle of all Paris". Unbeknownst to Mewsette, Meowrice is grooming her to be the mail-order bride of a rich American cat in Pittsburgh known as "Mr. Henry Phtt" ("The Money Cat"). Meanwhile, Jaune Tom and his sidekick Robespierre arrive in Paris, searching for Mewsette.

Cinderella is the beloved child of a widowed aristocrat. Anxious for his daughter to have a mother's love, he remarries to Lady Tremaine, with two daughters: Drizella and Anastasia. After her father dies unexpectedly, Lady Tremaine is revealed to be a cruel and selfish woman, and Cinderella is abused and mistreated by her stepfamily, who take over the estate and ultimately reduce her to being a scullery maid in her own home. Seven-year-old Johnny is excited about what he believes to be a vacation at his grandmother's Georgia plantation with his parents, John Sr. and Sally. When they arrive at the plantation, he discovers that his parents will be living apart for a while, and he is to live in the country with his mother and grandmother while his father returns to Atlanta to continue his controversial editorship in the city's newspaper. Johnny, distraught because his father has never left him or his mother before, leaves that night under cover of darkness and sets off for Atlanta with only a bindle. As Johnny sneaks away from the plantation, he is attracted by the voice of Uncle Remus telling tales "in his old-timey way" of a character named Br'er Rabbit. Curious, Johnny hides behind a nearby tree to spy on the group of people sitting around the fire. By this time, word has gotten out that Johnny is gone and some plantation residents, who are sent out to find him, ask if Uncle Remus has seen the boy. Uncle Remus replies that he's with him. Shortly afterwards, he catches up with Johnny, who sits crying on a nearby log. He befriends the young boy and offers him some food for the journey, taking him back to his cabin.
