Afin de parfaire ses documentations pour en faire une monographie sur les carillons, un jeune étudiant se déplace sur une île pas loin d'Amsterdam pour rencontrer le célèbre sculpteur qui vit dans un pittoresque moulin avec sa fille atteinte d’une maladie incurable, dont le jeune tombe éperdument amoureux, et un mystérieux docteur. Ce dernier lui fait visiter une pièce transformée en une macabre exposition mécanique de figures féminines en cire. Les jours passent, le jeune homme a des doutes sur le propriétaire et son assistant, ainsi que sur les disparitions inexpliquées de plusieurs femmes.

Le baron Malte avait fui la Silésie en 1945 au cours des derniers jours de la guerre dans la forêt bavaroise, où il possédait une résidence secondaire. The film begins in 1813 after the phase of the Napoleonic Wars known in German as the Befreiungskriege (War of Liberation). The opening scenes show Prussian Landwehr and volunteers marching down the streets of Breslau through enthusiastic crowds. This is followed by a dialogue between King Frederick William III of Prussia and Count August von Gneisenau, in which Gneisenau explains that the siege of Kolberg taught the importance of citizen armies. Ending with the admonition that kings who cannot lead must abdicate, the scene switches to Vienna in 1806 to show the abdication of the last Holy Roman Emperor, Francis II of Austria, whom the script has Gneisenau call "an Emperor who abandoned the German people in their hour of need".

During World War I, the German cruiser SMS Dresden is attacked by British ships off the coast of Chile. The crew manages to abandon ship before it sinks. They make their way to an isolated island where they are taken prisoner. After spending three years in custody, the sailors manage to escape and make their way back to Germany, intending to continue fighting for their Fatherland. When they arrive, however, they encounter a different Germany from the one they left behind—one where they are ridiculed and attacked by mutineers.
