Yoo Ji-yeon is a Korean university graduate who is stuck working as a waiter under the name "Jenny Yoo" in a Macanese bar after her colleague stole her credit card and all of her money before running away, forcing her to pay her increasingly rising debt. Set in the 1930s during Japan's colonial rule of Korea, many Korean resistance activists are based in Manchuria, northeastern China while hiding from Japanese authorities. In 1933, orders are given to assassinate Kawaguchi Mamoru, the governor of the Japanese garrison in Gyeongseong, and Kang In-gook, a pro-Japanese Korean business tycoon. For this covert mission, Yeom Seok-jin, an agent of the provisional Korean government who had broken out of prison in 1911, is tasked to do the same for three people and bring them to Shanghai: topnotch sniper Ahn Ok-yun, who's in a Manchurian jail for shooting her superior; Chu Sang-ok (nicknamed "Big Gun"), one of the last graduates of the Independence Military School and in prison after stealing guns from Chiang Kai-shek's army then selling them; and Chu's cellmate Hwang Deok-sam, an explosives specialist imprisoned for selling faulty product. Kim Sang-nam (Jung Jae-young), a hot-tempered professional baseball player, is sent to the countryside to coach a team of hearing-impaired players in order to avoid media coverage of his recent involvement in an assault case. Kim Kyung-ho (Ahn Sung-ki) is a math professor who was fired by his university in 1995, after he questioned the validity of a math question in its entrance exam. Jung-min is the new detective assigned to a neighborhood where a serial killer commits murder every rainy Thursday. Laidback and blundering at his job, Jung-min is actually secretly studying for a civil servant exam to get away from his boss who's always picking on him. Every day, residents protest outside the police station, shouting that the police should make up for the falling apartment prices and catch the murderer.
