The film begins with a narrator telling us that Cromwell's tyranny is coming to an end, when we see several men approaching on horseback. We learn that King Charles II and several of his Cavaliers have been on an exploratory tour in England, checking to see if the populace is ready to back his return. At the moment he is being hounded by a troop of Roundheads. King Charles stops to bid one of his supporters, a Royalist Lord Lucius Vyne (Hugh Grant) who he gives one of his favorite rings, telling Lucius to send it if he ever needs his help. Taking the ring Lucius borrows the King's distinctive plumed hat and leads the King's pursuers away, allowing Charles and Lucius' cousin, Lord Richard Vyne to reach a waiting boat bound for France. Set in the 1910s, the story opens with a montage of European Grand Prix races in which a particular car appears to win every race. In the final race, the car swerves to avoid a girl and a dog, loses control, crashes, and catches fire, bringing its racing career to an end. The car ends up in an old garage in rural England, where two children, Jeremy and Jemima Potts, have grown fond of it. They are told by a junkman that he intends to buy the car from the garage owner for scrap. The children (who live with their widowed father Caractacus Potts, an eccentric inventor, and his equally peculiar father) implore their father to buy the car before the junkman does, but he does not have the money. While playing truant, they meet Truly Scrumptious, a beautiful upper class woman with her own motorcar. She brings them home to report their truancy to their father. Truly shows interest in Caractacus' odd inventions, but he is affronted by her insistence that his children should be in school.

A workhouse in Dunstable, England is visited by the wealthy governors who fund it. While a sumptuous banquet is held for them, the barefoot orphan boys who work there are being served their daily gruel. They dream of enjoying the same "Food, Glorious Food" as their masters. While eating, some boys draw straws to see who will ask for more to eat, and the job falls to a boy named Oliver Twist. He goes up to Bumble and Widow Corney, who run the workhouse and serve the gruel, and asks for more. Enraged, Bumble takes Oliver to the governors to see what to do with him ("Oliver!"). A decision is made to have Oliver sold into service. Bumble parades Oliver through the snow, trying to sell him to the highest bidder ("Boy for Sale"). Oliver is sold to an undertaker named Mr. Sowerberry, who intends to use him as a mourner for children's funerals. After his first funeral, Noah Claypole, Sowerberry's apprentice, insults Oliver's mother. Oliver attacks Noah in fury and Sowerberry forces him into a coffin while Noah fetches Bumble. Oliver is too angry to be intimidated by Bumble, who places the blame on not keeping Oliver on a diet of gruel, instead of meat, which made him strong. Oliver is thrown into the cellar as further punishment. Alone in the dark with a roomful of empty coffins, Oliver wonders ("Where is Love?"). While clutching the window grate, Oliver pushes it open and escapes.
