Junzaburo Ban (伴淳三郎, Ban Junzaburō, January 10, 1910 - October 26, 1981) was a Japanese comedian and actor. His real name was Hirosada Suzuki (鈴木寛定, Suzuki Hirosada).

The film depicts carnivalesque atmosphere summed up by the cry "Ee ja nai ka" ("Why not?") in Japan in 1867 and 1868 in the days leading to the Meiji Restoration. It examines the effects of the political and social upheaval of the time, and culminates in a revelrous march on the Tokyo Imperial Palace, which turns into a massacre. Characteristically, Imamura focuses not on the leaders of the country, but on characters in the lower classes and on the fringes of society.

A young black man (Joe Yamanaka) from New York receives a sum of money. He buys new clothes and takes a flight to Japan. After he arrives, he is found fatally stabbed in a lift in a Tokyo hotel at the same time as a fashion show by designer Kyōko Yasugi (Mariko Okada) is being held. The police department, including Munesue (Yūsaku Matsuda) and his partner (Hajime Hana), come to investigate. The only clue is the dying man's last words "straw hat". At the same time, a woman having an extramarital affair, Naomi (Bunjaku Han), is accidentally run over by Yasugi's son (Kōichi Iwaki). He and his girlfriend dump her body in the sea, but drops his watch at the scene. He is haunted by his actions and confesses to his mother, Kyōko, who suggests he flees to New York with his girlfriend.

The film focuses on the lives of a variety of characters who happen to live in a rubbish dump. The first to be introduced is a mentally challenged boy who lives in a world of fantasy in which he is a tram conductor. He is both the tram and the tram driver and follows a set route and schedule through the dump; his dedication to the fantasy is fanatical. The film title refers to a Japanese onomatopoeia for the sound made by a tram or train while in motion ( "Do-desu-ka-den do-desu-ka-den do-desu-ka-den"). The sound is made by the boy as he makes his daily faux-tram route through the dump.

Three robbers escape with loot from a heist, but during the escape, two of them are killed by the other one. Le père de Hanako possède des terrains dans le bidonville où se trouvent quelques taudis qu'il loue. Il ferme les yeux sur les activités des occupants (vols, agressions, adultères).

Asako Murakami est venue dans le quartier très chic de Ginza à Tokyo faire des achats et perd sa fille Michiko dans la foule. Toshiko, la cireuse de chaussures interroge la fillette de cinq ans qui ne connait pas son adresse. Michiko est confiée à Ueda, dont le travail consiste à arpenter les rues avec un panneau publicitaire, dans l'espoir de retrouver sa maman. Mais elle échappe aussi à sa vigilance en suivant Kazuko dans un cinéma. Asako, Ueda et Toshiko se lancent chacun de leur côté à la recherche de la fillette dans la foule des rues de Ginza. Ce n'est que tard dans la nuit que Toshiko et Ueda, qui porte une Michiko endormie sur son dos, retrouvent sa mère dans un commissariat de police.
