The film opens with John Steed (Ralph Fiennes), agent of The Ministry, in a training course which he finishes successfully. Next, we see Dr. Emma Peel (Uma Thurman) at home where she receives a phone call telling her to go to a gentlemen's club - no women allowed - where she meets Steed for the first time. The two head off to the Ministry to meet Mother (Jim Broadbent), who informs them the Prospero project - an attempt to influence the weather - was sabotaged apparently by Emma Peel. Dr. Peel claims she is innocent, but she is sent to work alongside Steed to find the real culprit. Mother's off-sider, Father (Fiona Shaw), claims Peel suffers from a mental disease. They go off to visit Sir August De Wynter (Sean Connery), an old ally of The Ministry. He takes an instant liking to Peel, as they both share a love of weather.

Compulsive gambler, Sir Giles Staverley, is tricked into gambling away his home by his old adversary Lord Harry Wrotham. As Staverley is distraught and desperate, Wrotham gives him one last chance - he will gamble everything Staverley has lost against Staverley's daughter's hand in marriage and her trust fund of 80,000 guineas. Staverley agrees and loses once again, but unable to face his daughter, Serena, he kills himself. Lord Justin Vulcan, a notoriously cool, clear-headed gambler, challenges Wrotham for the house and the girl and, much to Wrotham's disgust, wins. Justin now finds himself in possession of the house and Serena, but has no idea of what to do with them. After meeting Serena and realising that she is much younger and more attractive than he had imagined, he installs her as a guest at Mandrake, his family home, despite the opposition of Justin's mother, Lady Harriet Vulcan. The film begins with a narrator telling us that Cromwell's tyranny is coming to an end, when we see several men approaching on horseback. We learn that King Charles II and several of his Cavaliers have been on an exploratory tour in England, checking to see if the populace is ready to back his return. At the moment he is being hounded by a troop of Roundheads. King Charles stops to bid one of his supporters, a Royalist Lord Lucius Vyne (Hugh Grant) who he gives one of his favorite rings, telling Lucius to send it if he ever needs his help. Taking the ring Lucius borrows the King's distinctive plumed hat and leads the King's pursuers away, allowing Charles and Lucius' cousin, Lord Richard Vyne to reach a waiting boat bound for France. Lucius manages to lose the Roundheads in a cavernous entrance of a quarried chalk cliff face.

When his village is plagued by mysterious deaths marked by highly accelerated aging, Dr. Marcus calls in his army friend, Captain Kronos. Kronos and his companion, the hunchback Hieronymus Grost, are professional vampire hunters. Grost explains to the initially sceptical Marcus that the dead women are victims of a vampire who drains not blood but youth, and that there are "as many species of vampire as there are beasts of prey." The discovery of another victim confirms Grost's explanation. Along the way, Kronos and Grost take in a local girl, Carla, who had been sentenced to the stocks for dancing on the Sabbath. She repays them by helping them hunt the vampire; she later becomes Kronos' lover.

The Belstone Fox is the nickname given to Tag, a fox cub rescued from the woods and adopted by huntsman Asher. The young fox is reared in captivity with a litter of hound puppies, including Merlin, with whom Tag becomes especially friendly.
