In Fort Griffin, Texas, Ed Bailey (Lee Van Cleef) comes looking to avenge the death of his brother at the hands of gunslinger John H. "Doc" Holliday (Kirk Douglas). Seeing him in a bar, Holliday's girl, Kate Fisher (Jo Van Fleet), returns to Holliday's room, where the two argue—while Holliday throws knives at the wall—once she brings up Holliday's once-prominent family. At the same time, well-known marshal Wyatt Earp (Burt Lancaster) arrives in Fort Griffin thinking he will take outlaws Ike Clanton (Lyle Bettger) and Johnny Ringo (John Ireland) into custody, but instead finds out that the local sheriff, Cotton Wilson (Frank Faylen), released them despite the outstanding warrants for their arrest. Holliday refuses to help the lawman, holding a grudge against Wyatt's brother, Morgan. Holliday kills Bailey with a knife-throw when Bailey attempts to shoot him in the back. Holliday is arrested for murder, though Wyatt and Kate allow him to escape from a lynch mob.

The film sees US Deputy Marshal Dan Lawson teaming up with RCMP Sergeant Gray to go undercover and capture the nefarious smuggler Bart Randall. Lawson, posing as an outlaw called Laramie, is ready to infiltrate the gang led by Randall, a self-styled Gun Emperor of the Northwest, who is wanted for murder and bank robbery in the United States. In addition to the difficulties inherent in the mission, Lawson has other issues to deal with, including the use of a fake totem and flying a hydra plane to overawe the menacing Indians and regenade whites. He also is aided in his search by Donna Blaine, who is suspected at first of giving information to Randall, but who in reality is a Canadian secret agent investigating Randall's illegal gun trading with the Indians.

Treasury Agents Art Kerr and Jim Haynes are investigating a global counterfeiting operation believed to be linked to the circus. Acrobat Bert King agrees to help his old friend Art (they were both paratroopers in the war) in searching for the counterfeiters; his acrobatic partner "June Edwards" assists him actively. From the start of their involvement, they find themselves repeatedly threatened by two thugs, "Daley" and "Travis". Early evidence leads Bert and June to a cave which leads to an isolated beach, and contains gear belonging to the gang. They are unaware, however, that in a minisub off this beach's shoreline hides Zorn, the counterfeiter who is printing the phoney bills. Ultimately, however, the evidence points to an unknown, higher authority directing the operations of these men, and apparently indeed someone connected with the circus. Among the most suspicious-acting of the circus staff are Burton the clown, and any of three "rubes", at least one of whom seems to be lurking by when something threatens the life of Bert or June.

In the Oregon Territory prior to the American Civil War, Chief Mike (Michael Granger) has fought the US Army and the white settlers to a standstill.
