Through a business misadventure, the European Axel Heyst (Willem Dafoe) ends up living on an island in what is now Indonesia with a Chinese assistant Wang (Ho Li). Heyst visits a nearby island when a female band is playing at a hotel owned by Mr. Schomberg. Schomberg attempts to force himself sexually on one of the band members, Alma (Irene Jacob). Alma is about to be sold to Schomberg by the corrupt leader/director of the band who has enslaved the women for prostitution. She begs Heyst to help her. Having sworn-off close relationships because of his past, he is challenged by her request, but accedes to help her. He escapes from the island with Alma, and they go back to his island and eventually become lovers. Schomberg seeks revenge by attempting to frame Heyst for the "murder" of a man who had died of natural causes and later by sending three desperadoes Pedro, Martin Ricardo (Rufus Sewell), and Mr. Jones (Sam Neill) to Heyst's island with a lie about treasure hidden on the island. Upon their arrival at the island, much intrigue ensues. Jones kills Pedro and then Martin in a climactic scene in which Alma is also shot and soon dies in the arms of Axel. After burning his compound and burying Alma, Axel disappears from the island but is rumored to have later been seen as a drifter in San Francisco and other ports of call. Alma's victory, in death, is having saved Axel's life in that he has again made connections with others.

Alan Desland (Rupert Frazer) is an English antique dealer who specializes in ceramics. A solitary man, he is a bachelor with no romantic ties. On a business trip to Copenhagen, he hires a German-born secretary, Karin Foster (Meg Tilly), to do some clerical work—she is fluent in English, Danish, and German. Alan's attraction to Karin is immediate, and over the coming days, he falls deeply in love with her. Karin is an attractive, sensuous, and mysterious woman who reveals little about herself. Her actions reflect both a quiet sensitivity (crying during a classical concert) and a dispassionate coldness (breaking the neck of an injured seagull). Dr. Thomas Rock (Timothy Dalton) is a respected 19th-century anatomist lecturing at a prominent medical school. He is deeply passionate about improving medical knowledge, a pursuit for which he believes "the ends justify the means." Unfortunately, due to the laws of the time very few cadavers are legally available to the medical profession, necessitating the use of graverobbers or "Resurrection men" by the medical establishment to procure additional specimens. Dr. Rock's young assistant Dr. Murray (Julian Sands) is given the task of buying the bodies, for which he is authorized to pay a small fortune, particularly for fresher corpses. When alcoholic miscreants Fallon (Jonathan Pryce) and Broom (Stephen Rea) overhear details of the arrangement, they begin to murder the locals and sell their bodies. Gradually, Dr. Murray becomes more suspicious of the string of fresh bodies turning up at the medical school, but Dr. Rock dismisses his concerns. Meanwhile, Murray has begun to fall for beautiful local prostitute Jennie Bailey (Twiggy), who soon becomes the target of Fallon and Broom's murderous enterprise. When Jennie's friend Alice (Nichola McAuliffe) turns up dead in Dr. Rock's dissection room, Murray realizes what is happening and heroically rescues Jennie from a murderous Fallon. Both killers are soon arrested, but Broom agrees to turn state's evidence against his former partner, and is set free, unrepentant. Fallon is executed by hanging. Dr. Rock, for his part in the killings, is the subject of widespread public outrage, but ultimately not punished or censured by his colleagues. The film ends with Rock pondering his responsibility for the horrors and concluding, "oh my God -- I knew what I was doing.

The film opens on an Egyptian archaeological dig in 1961.
